This position serves as the Business Analyst, supporting the Department of Central Management Services (CMS). 

In this role, you will perform complex professional and advisory functions in application services. 

In addition, you will perform in-depth assessment and analysis to provide business process re-engineering and transformation services for highly complex applications for CMS. 

This position serves as a liaison between agency and technology providers, either DoIT or third parties, ensuring open inquiries are followed to completion.

Essential Functions

  • Under administrative direction, serves as the Business Analyst for the Department of Innovation & Technology (DoIT) supporting the Department of Central Management Services (CMS) in performing complex professional and advisory functions in application services.
  • Writes user stories, use cases, and program specifications by participating in the design, testing, training, knowledge transfer, system tuning, and system implementation.
  • Serves as a liaison between agency and technology provider, either DoIT or third parties, ensuring open inquiries are followed to completion.
  • Develops, modifies, supports, and maintains systems, sites, and forms utilizing SDLC or Agile development methodologies and tools such as Microsoft Power Platform, .NET, Salesforce, Dynamics, Tableau, MS SQL, MS Access, and relational databases.
  • Promotes DoIT service offerings to agency staff by reviewing agency problem use cases and encourages the use of DoIT technologies as solutions.
  • Keeps abreast of new developments in the information technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs other duties or assigned that area reasonably with the scope of the duties enumerated above.

 

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
  • Requires three (3) years of professional experience in Applications Services or a related Information Technology field. 
     

Preferred Qualifications

  • Three (3) years of professional experience with coordinating and conducting business requirement meetings with business and technical stakeholders to determine business requirements.
  • Three (3) years of professional experience with business process re-engineering, business process design, and transformation services.
  • Three (3) years of professional experience writing user stories, use cases, and program specifications.
  • Three (3) years of professional experience with application development, and System Development Life Cycle (SDLC) or Agile frameworks and processes.
  • Three (3) years of professional experience with Microsoft Power Platform, MS Access, .Net. and Fleet Management System.
  • Two (2) years of professional experience coordinating projects in an Information Technology environment.
  • Extensive knowledge in providing application and user support.
  • Ability to analyze data logically and exercise sound judgement in defining and evaluating problems of an operational or procedural nature.
  • Ability to gain and maintain effective working relationships with agency officials, associates, vendors, clients, and others.
  • Developed verbal and written communication skills to present to present technical information in a manner understandable to technical and non-technical individuals.
