The California Air Resources Board’s (CARB), Industrial Strategies Division (ISD) is seeking a dedicated, experienced professional to lead the Climate Data & Risk Reporting Branch (CDRRB) in the role of Branch Chief, classification Air Resources Supervisor II (ARS II). The Branch Chief will provide direction and leadership for a new team implementing the requirements of Senate Bill (SB) 253 (Wiener, 2023), the Climate Corporate Data Accountability Act and SB 261 (Stern, 2023), requiring Climate Related Financial Risk reporting. The successful candidate will bring a knowledge of climate change programs, emissions accounting and reporting and excellent communication skills to this role as well as a dedication to public service.

As California moves toward a net-zero carbon economy, SB 253 and SB 261 establish mandatory and comprehensive reporting by companies that do business in California to inform investors, empower consumers, and activate companies’ action on emissions reductions and risk management. The Branch will work closely with public and private companies, climate reporting organizations and other stakeholders to launch and administer these closely related programs including efforts to: develop fees that support program implementation; establish reporting standards and processes for both programs; develop strategies and resources to provide access to reporting and data; conduct effective communications to regulated entities and the public; and support enforcement of the programs. The Branch Chief plans and oversees all program activities, provides critical policy direction and decision making, leads personnel activities and keeps division and agency leaders updated on all program activities. An understanding of California regulatory process and established emissions reporting and climate financial risk reporting systems are key to success in this position.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.
