Learning and Development Specialist - HR

Summary Statement: 

Responsible for effective development, implementation and administration of the HR Learning and Development programs and systems. Incumbent works closely with HR functions and other IDA organization units to identify activities that are responsive to and support new or existing staff training and career development initiatives or compliance. Researches and evaluates training resources and suggests new topics and methods, to include a variety of learning solutions or applications such as classroom-based, instructor-lead education initiatives; mentoring/sponsoring programs, workshops, tele- or video-conferencing, self-study, computer-based or e-learning, seminars and the like. Responsible for inclusive programming for IDA’s staff and Employee Resource Groups (ERGs). Responsibilities also include administering the tuition assistance process and the IDA Scholar Award program.  

Job Scope:  The scope of this position is IDA corporate-wide (SAC, STPI, C&C). No direct supervisory or budget responsibility. 

Primary Responsibilities:

  • Assists HR Director and IDA leadership with developing guiding principles, strategies and plans for talent development; conducting comprehensive needs assessments; determining education, training and development priorities based on assessed needs, business impact and available resources.
  • Manages existing training programs and provides consultation to managers for recommending training and/or development of job-specific training.
  • Develops communication and marketing materials for current and new training opportunities.
  • Researches, evaluates and selects outside programs, consultants, and trainers to meet training needs as appropriate. May design, conduct and/or broker the delivery of training programs from a variety of resources. 
  • Coordinates and prepares training and presentation materials, including proofreading, editing and submitting materials for approval, and ensuring that materials are developed following instructional design and adult learning principles.
  • Manages on-site and virtual training logistics including participant registration; facility, catering, and A/V arrangements; event marketing; scheduling and facilitating practice sessions; uploading and/or sending training materials; and providing support to trainers and participants during training events.
  • Creates and/or maintains the HR library of articles, blogs, webinars and other resources on professional development.
  • Manages onboarding process to ensure employees have the tools and resources they need to be successful from day one; conducts first-day orientation.
  • Assists the HR Business Partner team with linking training to the performance review and management process and coordinates relevant training or workshops to support the performance review process itself.
  • Maintains training completion records and assesses feedback from programs to ensure staff involvement, development, and satisfaction with staff trainings and the professional development curriculum.
  • Administers the Professional Development Assistance and IDA Scholar programs including, but not limited to, program administration, communication, tracking, reporting and evaluation.
  • Oversees inclusive education and programming for IDA staff and Employee Resource Groups (ERGs).
  • Develops programming for heritage months and observation days.
  • Implements and refines IDA’s mentorship program.
  • Performs academic degree verifications for new hires and staff.
  • Forecasts and monitors training expenses.
  • Performs other related duties as assigned.

Minimum Qualifications:

  • BS/BA degree required plus a minimum of two years of relevant experience.
  • Advanced computer skills including, but not limited to, Outlook, Excel, Word and PowerPoint.
  • Collaborative and team-oriented work style.
  • Excellent oral and written communication and interpersonal skills.
  • Ability to work independently with keen attention to detail.
  • Ability to take initiative and think proactively.   
  • Ability to interact with PhD-level scientists and managers at all levels.
  • Ability to obtain and maintain required security clearance may be required.

Compensation

We support transparency, equity, and fairness in our compensation program and provide a reasonable estimate of the salary range based on data-driven market analysis for each position. While it is not typical for an individual to be hired at or near the top of the range, a reasonable estimate of the salary range for this role is $67,335 - $107,735.  Individual salary within this range will be commensurate with the incumbent’s experience, unique skills and qualifications, and other relevant factors.

 

Successful completion of a criminal background check is required.

Ability to obtain and maintain a security clearance is required
