24-07696 Mineral Assessor I
The Office of Property Valuation has an opening for a Mineral Assessor I in the Division of Minerals Taxation, Unmined Coal Property Tax Branch. We are seeking a highly motivated individual who has the ability to communicate clearly and concisely to elected officials, staff, and other managers.
As a Mineral Assessor I for the Commonwealth of Kentucky, you will provide direct technical assistance to PVAs and local officials to resolve tax matters.
1. Responsibilities include, but are not limited to:
- Organizes and prepares yearly unmined coal property tax returns for processing
- Inform and assist unmined mineral taxpayers with filing requirements for unmined coal property
- Generate and compile unmined coal tax data and professional reports using the micro computer system, UMAST database tax system
- Consults with other state and federal governmental agencies who regulate the extraction and condemnation of minerals
- Corresponds with property owners concerning valuation and assessment of unmined mineral resources.
The successful candidate must possess clear communication skills to work with taxpayers in person or over the telephone and in writing, sometimes in confrontational situations.
2. Additional / Supplemental information:
- Required to successfully complete a background investigation including an FBI criminal history record check (fingerprint check).
- Required to comply with all tax laws
- Mostly at a desk using a computer and telephone
- Some travel for training and education.

3. Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree in a Physical Science or related field.

Substitute EDUCATION for EXPERIENCE: NONE

Substitute EXPERIENCE for EDUCATION: A bachelor's degree supplemented by two years of experience in the exploration, evaluation or extraction of minerals will substitute for the primary education.

4. Working Conditions
Incumbents working in this job title primarily perform duties in an office setting. Travel may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
