PAY AND BENEFITS

Annual Pay Range: $97,870.72- $132,125.30

Hourly Pay Range: $47.053231 - $63.521781

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

POSITION OVERVIEW

The Administrative Services Manager, Senior (ASM, Sr.) will work with the Director and Deputy Directors to plan, organize, and direct the central administrative functions for the department and serve as an executive management liaison to division leadership and other County departments, including the internal service departments. • Experience leading cross-functional teams and managing projects
• Experience applying principles, methods and techniques of public and/ or business administration, organizational development, and personnel management
• Experience with the development of compliance monitoring programs for both internal and subcontracted services and working with a county auditor or similar
• Experience planning and organizing resources to achieve program goals, quality improvement, productivity and effectiveness
• Demonstrated commitment and experience advancing equity and diversity in a workplace or community setting

Preferred Special Qualifications/ Transferrable Skills:*

TYPICAL TASKS

Departmental Administrative Oversight: Manages and coordinates key administrative functions, including budgeting, accounting, financial reporting, payroll, billing, personnel administration, labor relations, purchasing, and facilities management. Serves as the primary liaison to other County departments involved in these activities.

Departmental Planning & Resource Coordination: Assists in the planning, organization, and direction of department operations. Prioritizes tasks and schedules projects to align with department goals. Coordinates the use of department resources across divisions to achieve objectives. Conducts research and prepares reports addressing management challenges.

Policy Development & Compliance: Contributes to the development and implementation of departmental or divisional policies. Prepares and updates procedural guidelines, rules, and manuals. Reviews relevant legislation, ensuring divisional activities comply with legal requirements and regulations.

Contract Management: Oversees the preparation and administration of department and division contracts for services and capital projects. Supports the development of requests for proposals (RFPs), negotiates terms, and ensures ongoing compliance with legal, fiscal, and programmatic standards.

Public Representation & Stakeholder Engagement: Represents the department in interactions with other County departments, public and private agencies, and community groups. Delivers technical presentations to commissions, boards, and the public. Participates in task forces and intergovernmental programs. Promotes departmental initiatives and responds to inquiries or complaints.

Staff Management & Development: Supports the Director's Office and H3S divisions in hiring and managing supervisory, professional, and technical staff. Assists in performance evaluations, disciplinary actions, and staff training programs. Fosters teamwork and collaboration both within the department and with other County agencies. Advises divisions on staffing, recruitment, and personnel management matters, including discipline and grievances.

WORK SCHEDULE

This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
