Regulatory Affairs Manager

SUMMARY OF JOB RESPONSIBILITIES AND REQUIREMENTS

 

JOB TITLE: Regulatory Affairs Manager

DEPARTMENT: Regulatory Affairs  - Jefferson City 

LOCATION: Jefferson City, MO

PAY RANGE: $116,600 - $155,400

                                    

Scheduled Work Hours: Monday - Friday, 8:00 a.m. - 5:00 p.m. (Other hours as required)

 

Summary of Primary Duties and Responsibilities:

This position is tasked with keeping management informed of the changing regulatory landscape and participates in the formulation of regulatory strategy to drive policy or filings impacting the company, as well as formal regulatory proceedings and negotiations as appropriate.  

 

This position works regularly with state regulatory commissions and other public stakeholder groups regarding industry and Company regulatory-related issues.  This role is responsible to work with and build positive and productive relationships with these external stakeholders to advocate and shape policy that creates a regulatory climate conducive to furthering the company’s strategic goals.  This position is responsible for communications and day-to-day management of relationships with state regulators and industry stakeholders in an effort to maintain a relationship of trust and transparency with the state commissions, manage filings and docket work before the commission, and advocate Company policy objectives.

 

Skills, Knowledge, and Abilities Required:

•Works with the Company regulatory team on filings before regulatory commissions and other publics regarding price changes, tariffs, revenue requirements and industry restructuring.

•Possesses strong communication skills, capable of:

  • Listening to gather and synthesize information
  • Speaking in a clear and concise manner to convey information often technical in nature
  • Preparing written material that provides study results, reports, memos, testimony and documentation of subjects often technical in nature

•Makes sound recommendations and decisions that consider the proper balance among the various interests of internal operations, customers, regulators, shareholders, and competitors that may be impacted by the recommendation.

•Possesses a high degree of work initiative and leadership ability.

•Selects, directs, develops and motivates staff.

•Development of management systems, procedures and organization.

•Develops and implements regulatory strategies.

•Maintains acute problem-solving ability and analytical skills together with thorough knowledge of the regulatory process, electric utility economics, rates, rules and regulations, and industry trends.

•Provides information and training to other Company divisions (departments) on regulatory requirements, rates, rules and regulations and provides assistance to operational departments (e.g. Credit and Collection, Customer Services, Operations Planning) in fulfilling regulatory requirements

 

Education and Experience Requirements:

Requires a degree at least as advanced as a Bachelor's degree in a business-related field, engineering, economics, quantitative analysis, or science. Advanced degree or professional certification (i.e. CPA, PE, MBA etc.) is preferred. 8 years of experience and knowledge of the utility industry, including analytical and management experience is required. A thorough understanding of regulatory concepts and utility economics. A high level of creative, management, analytic, written and verbal skills.

 

 

 

Working Conditions:

Normal Office work environment. This position is based in Jefferson City, MO and requires occasional travel to Kansas City, MO.
