Join the Washington Department of Fish and Wildlife (WDFW) as a Fiscal Analyst 3 within the Financial Services Program’s Fiscal Office, Accounts Receivable. This pivotal role offers the opportunity to contribute directly to the agency’s mission of preserving Washington’s natural resources by ensuring financial integrity through complex and time-sensitive tasks. You will independently oversee reconciliation, invoicing, and compliance with state and federal financial regulations, while serving as a subject matter expert on assigned grants. 

 

What to Expect-

Among the varied range of responsibilities held within this role, the Fiscal Analyst 3 will,

  • Review contract and budget identifying specific terms:
    1. Performance period, dollar amounts, CFDA number, special handling, match sources, indirect waivers. Clarify contract language and/or undefined language. 
  • Establish initial worksheets.
  • Timely and accurate analytic review and reconciliation of expenditures against contract to ensure compliance.
  • Prepare invoices in compliance with contact, state, and federal regulations.
  • Post monthly contract ledgers using WEBI reporting.
    1. Ensure calculations of ledger balances match reporting balances.
  • Prepare accounting entries using journal voucher process which include accruals, error corrections, overspent contracts, and adjustments to balance out contracts. 
  • Submit payment requests via automated systems.
  • Post invoices to subsidiary ledgers. 
  • Escalate unresolved issues appropriately and timely to Management.
  • Identify, communicate, and collaborate to gain resolution on contract issues such as overspent contracts, unallowable charges, points of clarification needed.  

 

Required Qualifications: 

Option 1: Associate degree in business, public administration, accounting, economics, statistics, or relevant field, which includes at least 18 quarter or 12 semesters hours of accounting, auditing, mathematics, statistics, or budgeting and three (3) years of professional experience in accounting, budget, finance, payroll, or public administration.  

Option 2: Six (6) months of recent experience as a Fiscal Analyst 2

Option 3: Equivalent education/experience

Note: Professional experience may substitute for education but not usually for the credit hours.

Certifications/Licenses: Valid driver’s license

 

Preferred Qualifications:

In addition to the required qualifications, our ideal applicant will possess some or all the following:

  • One (1) year of experience preferably working with contracts and grants.
  • One (1) years of state government Fiscal, Contracts, or budget experience  

Knowledge of:

  • Principles and practices of financial record keeping conducting audits and perform accounting functions.
  • Computer software programs (e.g., Outlook, Excel, Power Point, Word) to facilitate accounting operations.
  • Knowledge of State and Agency accounting policies and procedures; basic principles of governmental accounting. Demonstrates proficiency in using and understanding AFRS (transaction codes, general ledgers, funds, etc.).
  • Internal control procedures to protect and safeguard organizational assets and resources.
  • Debits and credits of accounts to ensure correct payments and receipts are recorded.
  • Principles and processes for providing customer services (e.g., evaluation of customer needs and satisfaction, service assessment, meeting quality standards for services).

Working Conditions: 

Work Setting, including hazards: Office Setting

Schedule: 40 hours/week between core business hours of 7:00am – 5:00pm  Monday-Friday. July-September; fiscal/biennial closeout, very limited leave approved.

Travel Requirements: Minimal

Customer Interactions: Interacts with various agency personnel, Management, and outside contractors.
