PAY AND BENEFITS

 

Annual Pay Range: $78,344.75 - $99,129.27

 

Hourly Pay Range: $37.665743 - $47.658304

 

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

 

The Clackamas County Department of Transportation and Development is searching for a motivated, detail-oriented and quality-focused Project Specialist (classified as a Technical Services Specialist) to join our dynamic, high performing Transportation Engineering and Construction team. If selected for this position, you will coordinate and manage the design and construction of County Capital Improvement Projects, specifically for roads, bridges, paving, storm drainage structures and traffic control devices. Other responsibilities include preparing requests for proposals, specifications and bids, contracts and related documents, bid processes, negotiating contracts and change orders, resolving conflicts and ensuring compliance with local, state and federal requirements. Another critical component of this position is to design or make modifications to designs or standards, under the guidance of a professional engineer, to meet local, state and federal requirements.

Required Minimum Qualifications/ Transferrable Skills:*

 

• A minimum of one (1) year of related experience that would provide the required knowledge and skills to perform the responsibilities of this position, including experience in each of the following areas:

 

• Experience managing the design or construction of capital improvement projects, such as roads, bridges, paving, storm drainage infrastructure or similar projects

• Experience resolving contractual issues between developers and/or contractors

• Experience generating and maintaining accurate legal records related to basic inspection reports

 

Preferred Special Qualifications/ Transferrable Skills:*

 

• A minimum of four (4) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position, including experience in each of the following areas:

 

• Experience managing the design or construction of capital improvement projects, such as roads, bridges, paving, storm drainage infrastructure or similar projects

• Experience resolving contractual issues between developers and/or contractors

• Experience generating and maintaining accurate legal records related to basic inspection reports

 

• Associates Degree (or higher degree) in Engineering Technology, or Surveying Technology

• Experience managing the design or construction of projects with federal funding

• Experience performing constructability reviews on capital improvement projects such as roads, bridges, paving, storm drainage infrastructure or similar projects

• Experience leading the work of others, including providing daily work direction and/or scheduling, assigning work, checking completed work, and training

• Oregon Department of Transportation (ODOT) General Inspector Certification

• Proficiency with MS Word, MS Excel, and MS Project

TYPICAL TASKS

 

Typical tasks for this particular Technical Services Specialist position include, but are not limited to:

 

• Serves as project manager and leads the work of technical and professional staff on a variety of larger and/or complex federally funded projects; participates in the budget process on assigned projects; assists in the inspection of constructed facilities.

• Assists in the development of County standards for roads and construction; confers with and advises engineers, architect, builders, developers and the public regarding County standards for roads.

• Reviews preliminary Capital Improvement construction plans and specifications for roads, bridges, paving, storm drainage infrastructure and similar projects, as submitted by engineers, and others; prepares preliminary plans and specifications for roads, bridges, paving, storm drainage and similar projects.

• Conducts technical investigations, prepares reports, prepares correspondence and keeps records; coordinates with legal counsel and management.

• Designs and manages construction projects, prepare request for proposals, specifications and bids, contract and related documents, and change orders; resolves conflicts, ensures compliance with local, state and federal requirements; reviews and approves pay requests subject to final approval.

• Develops and recommends policies, procedures and system improvements; coordinates communication with internal departments, engineers, contractors, customers and the public for assigned projects.

 

WORKING CONDITIONS

 

Duties in the field require walking, squatting, digging, bending, balancing, and involve exposure to confined spaces, loud noises, dust, slippery and/or uneven surfaces and adverse weather conditions.

 

WORK SCHEDULE

 

This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of one of the following schedules:

 

• Monday through Friday, working 8 hours per day (5/8)

• Monday through Thursday, working 10 hours per day (4/10) with every Friday off

• Monday through Thursday, working 9 hours per day and every other Friday, working 8 hours per day, with every other Friday off (9/80)

 

Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

 

This position is eligible for hybrid on-site/telework subject to the https://dochub.clackamas.us/documents/drupal/9065b5fb-2237-47ce-9534-e7c8c40fc2bc and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
