JOB OVERVIEW
Under the general direction of the CIO or designee, manages Technology Services business operations to improve cost effectiveness, service quality, and IT operational effectiveness. Provides leadership, direction, and support across assigned divisions within the department.

ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES
Acts on behalf of the CIO in their absence or as requested.
Advises the CIO and oversees the development and implementation of customer-centric, efficient solutions within the Technology Services department.
Cultivate and sustain strong, professional relationships with elected officials, department heads, vendors, consultants, contractors, and other government agencies.
Assists in the planning, development, and implementation of county wide IT strategies.
Works and collaborates with County officials to advance the county's mission and contribute to process improvement and technological advancement.
Ensures fiscal responsibility by preparing and overseeing technology budgets, conducting investment analyses, and authorizing expenditures.
Assists in the development of IT strategic planning, prioritizing initiatives, and managing technology projects.
Leads efforts to streamline work processes, reduce turnaround times, and improve customer service.
Develops and enforces best practices for IT services, design, architecture, and operations.
Oversees IT project management, monitoring trends and innovations to meet county needs. Provides actionable recommendations to senior leadership.
Directs and evaluates the performance of assigned managers, supervisors, and staff. Provides coaching for performance improvement and development.
Assists in developing and implementing technology policies across the County.
ESSENTIAL ROUTINE DUTIES AND RESPONSIBILITIES:
Conducts continuous assessment, planning, and oversight of technology management and daily service delivery, establishing and regularly measuring key performance indicators (KPIs).
Provides ongoing leadership and supervision to direct reports.
Participates in the annual IT budget process, ensuring the development and maintenance of both operational and capital budgets.
Maintains the integrity and strategic development of the County’s IT infrastructure and systems.
Contributes to strategic and operational planning committees.
Maintains relationships with vendors and manages service contracts.
Collaborates with the CIO and direct reports to establish departmental goals and objectives.
Assesses and directs the investment of financial resources toward IT systems, staffing, and operations.
Approves, prioritizes, and manages IT project demands, establishing timelines as necessary.
Supports the IT personnel performance appraisal process and ensures completion.
Supports IT staff and countywide IT-related training opportunities.
Ensures IT systems security and adherence to relevant laws and regulations.
Cultivates and manages relationships with both internal and external customers.
Maintains knowledge of current IT best practices and emerging trends.
Performs other duties and functions as assigned.
MINIMUM QUALIFICATIONS
Education and Experience
Bachelor’s degree in a technology related area, Business Administration or related field required, or equivalent combination of education, training, and experience. Master’s degree is preferred.
Extensive experience with IT strategic planning, budgeting, and personnel management.
Demonstrated knowledge of the ways and methods by which technology supports the organization.
Significant experience in all aspects of information technology planning, development, and implementation, including but not limited to enterprise resource planning, systems architecture, telecommunications, database administration, Web and social media development and security and compliance issues.
Broad technical knowledge and skills, with the ability to demonstrate knowledge and understanding of current computing, telecommunications, and emerging technologies.
Effective oral and written communication capabilities, a commitment to customer service, and excellent presentation skills.
Excellent analytical, strategic and organizational skills, with an attention to detail(s).
Ability to adapt and to handle multiple tasks simultaneously.
Demonstrated experience and skill in negotiating with vendors, contractors, and others.
Excellent interpersonal and leadership skills with the ability to establish and form cross-divisional working relationships with Governmental Officials, employees, and customers.
High energy level, enjoyment of challenges and a fast-paced environment, and a record of self-motivation and personal initiative.

Required sensory abilities include vision and hearing. Visual abilities, correctable to normal ranges, include close and color vision as well as the ability to adjust focus. Communication abilities include the ability to talk (i.e. verbal exchange/exchange information) and hear (i.e. exchange information accurately) within normal ranges. Incumbent must be able to exert sustained concentration for several hours at a time.
Work is generally performed indoors in an office setting. Employee must have the ability to operate a motor vehicle and/or transport themselves to various locations throughout the county in order to conduct business. Work may be occasionally performed outside with exposure to temperature extremes, humidity, fumes, and airborne particles. Work hours may include evenings, early mornings, weekends, call-ins, and holidays. Work may be fast paced when dealing with multiple priorities and time constraints. The noise level is typically moderate.
