Job Summary

This position is responsible for data stewardship and analysis duties that support RMAD (Resource Management and Assistant Division) goals, strategies, and implementation. The position leads, facilitates, and participates in complex, broad-based, agency and division-wide program evaluation and data management and supports project analysis through the development, execution, and communication of statistical and visual data analysis.  This position has the authority to oversee data-related work for RMAD, recommending actions that ensure RMAD data is accessible and can be trusted for making decisions. It also advocates for the appropriate use and management of data, ensuring program areas within RMAD follow established policies, procedures, and data standards. Lastly, this position serves as a primary point of contact for specific datasets, communicating data management decisions between subject matter experts, and internal and external stakeholders.

Qualifications

Minimum Qualifications

Bachelor's degree in an Environmental Science, Ecology or other Natural Science; or Statistics, or other related degree with a broad knowledge of environmental sciences, natural sciences, data science, or Geographical Information System (GIS) and three (3) years of demonstrated experience managing data; querying databases; performing quantitative analysis, spatial analysis, statistical modeling; and/or analyzing and reporting on data.

Ability to conduct advanced data analyses to include manipulating large datasets with a wide variety of approaches and tools, and leverage opportunities for improvement, even in unfamiliar systems and business processes.

AND

Technical writing skills sufficient to organize and effectively present ideas to a variety of audiences.

Human relation and communication skills sufficient to communicate complex technical information in a clear and concise manner to a wide range of audiences, including facilitating discussion between diverse groups in both formal and informal settings.

Accomplished planning and organizational skills to meet priorities, goals and objectives, monitor work, and follow-up on implementation.

Willingness and ability to learn new data analysis tools, skills, and software.

Preferred Qualifications

Experience teaching, training or mentoring others in data analysis and data management.

Experience developing and implementing data management plans.

Expertise in identifying and extracting factual information from a variety of sources to produce clear, concise analysis and reports.

Expertise in a wide variety of data science (data collection, analysis, processing, evaluation, visualization, etc.) software such as Tableau, SQL, ArcGIS, Python, R or other statistical analysis software.

Experience managing, querying, or analyzing environmental data (air, water, geology, climate, etc.) or pollution-related data (waste reduction, site remediation, cumulative impacts, etc.).

Knowledge of environmental justice principles and tools at the state and federal level.

Strong listening, writing and advanced presentation skills.

Physical Requirements

Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

Additional Requirements

Position duties may require travel, but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
