The mission of the St. Louis County Library is to provide the resources and services to enrich individual minds, enhance lives and expand perspectives.

St. Louis County Library is a 20 branch system, serving over 860,000 patrons and circulating over 11 million items a year.  SLCL recently completed a multi-year capital improvement project called Your Library Renewed, which upgraded existing structures and opened new facilities, allowing for enhanced library programs and services. Not only do we have state-of-the-art buildings, but our array of programs and partnerships are abundant and diverse. SLCL staff are creative and forward thinking, developing several award winning programs geared to enrich individual minds, enhance lives and expand perspectives.

 

The Clark Family Branch opened in July 2024. The new branch is a two-story, 74,000 square foot building with high windows, an outdoor courtyard, walking trail, and a second-floor reading deck. The first floor features an event space for author events, programs, meetings and other special events, with seating up to 800. Upstairs there are colorful spaces for children and teens. The children’s space features a large playhouse, along with other interactive learning activities for kids. Teens have access to a high-tech creative space that includes a 3-D printer, a recording studio and green screen for videos. Also upstairs reside the new History & Genealogy Center and Memory Lab in addition to the Small Business Center.  Other amenities at the branch include numerous private study rooms, a quiet reading room, a computer lab, community meeting rooms and comfortable seating.

 

The Information Services Department operates and manages the Small Business Center space, amenities, and activities. The Center has become a popular destination for entrepreneurs and job seekers. The space features a Virtual Meeting Space and Small Business Workspace Rooms and provides a variety of seating along with moveable walls to create collaborative space. The resources of the Department are heavily used by entrepreneurs and job seekers who rely on the expertise of the staff to help with many different business needs, finding a job or new career, or interview preparation. Staff are responsible for a vast amount of educational programming, notary services, creating content for instructional videos, creation of libguides, community lists, and engaging in outreach and off-site programming to expand visibility to the local community. In addition to working with entrepreneurs and job seekers, the department works closely with nonprofits, students and educators, older adults, and justice involved individuals.  The busy department serves the entire St. Louis County community with their information needs including small business pursuits. The department utilizes our collection of over 100 databases and a robust print collection to answer questions over the phone, over our chat service, at the Ask Me desk, through email, through postal mail, and through one-on-one librarian appointments. With all of these avenues for patrons to work with a professional, the Department answers over 16,000 questions annually. The Department has a Management Team consisting of a Manager and Assistant Manager, 10 professional research staff, including a Small Business & Employment Resources Coordinator. 

 

The Information Services Department seeks an Assistant Manager to expand our business planning and development services and strengthen our commitment to workforce development and community outreach. The ideal candidate is a creative problem-solver passionate about technology and community engagement. They will foster initiatives to expand our business planning and development services, develop innovative workforce development programs, foster partnerships with community organizations and supervise a talented team of professionals.

Hours:

Monday-Friday, two evenings per week

Job Qualifications

Bachelor’s degree

Demonstrated experience with research tools and resources related to small business, entrepreneurial, employment and/or library services

Demonstrated ability to cultivate partnerships with community organizations

Demonstrated experience in management, training, and motivating staff

Currently or willing to become a Notary

Must possess a commitment to a high level of public service to Library customers 

Must possess good judgment, analytical and problem solving skills

Most possess strong interpersonal, writing, communication and organizational skills


 

Physical and Mental Requirements

Ability to stand up and/or sit down for up to 8 hours per shift

Ability to lift a minimum of 25 lbs.

Ability to concentrate on multiple tasks simultaneously in a busy atmosphere with continual interruptions

Ability to think creatively to solve problems and improve service

Ability to be flexible to actively support change in order to meet strategic goals and objectives

Ability to deal sensitively and tactfully with customers and staff

Job Purpose:

Assists the Manager with the operation and supervision of the Information Services Department and Small Business Center to provide the public and staff with subject matter expertise while delivering effective and efficient service and access to resources.  

 

Essential Responsibilities:

  1. Assists in supervising and monitoring staff to ensure smooth operation of the department and the Small Business Center.
  2. Supervises and participates in public service activities.
  3. Oversees department research resources in a variety of formats to ensure the needs of the community and library staff are met through information literacy. 
  4. Participates in program and outreach planning and implementation to meet the needs of existing customers and to attract new customers. 
  5. Assist with the planning, promotion and strategic growth of the Small Business Center.
  6. Provides assistance to customers to ensure quality service.
  7. Other Duties as assigned. 


 

Performance Criteria for the Essential Responsibilities:

  1. Assists in supervising and monitoring staff to ensure smooth operation of the department and the Small Business Center.
    1. Participates in hiring, training, evaluating, coaching, and disciplining staff to ensure the Library staff is capable of giving the highest quality service.
    2. Responsible for monthly, weekly, and daily schedule adjustments and communicating these adjustments to staff while ensuring workload is well-distributed and that the department is adequately staffed.
    3. Reviews and accurately reports time and attendance each pay period so that the information is submitted electronically by the deadline.
    4. Provides support and guidance to staff in their work, so that policies and procedures are communicated effectively and staff is advised in handling difficult transactions.
    5. Communicates effectively with staff and manager so that manager is kept informed and the staff knows what is expected, and they are aware of system information.
  2. Supervises and participates in public service activities.
    1. Monitors and participates in the provision of public services and maintains familiarity with research tools and department procedures in order to help cover during absences and busy periods and ensuring that customers’ information needs are answered in an accurate, timely, and appropriate manner. 
    2. Supports and guides staff to ensure that difficult transactions proceed efficiently and customers’ requests for information are satisfactorily addressed while enforcing the Library’s Code of Conduct. 
    3. Monitors and disseminates department and system-wide policies and procedures and coordinates effectively with Manager and staff to ensure they are kept updated.
    4. Works cooperatively with other departments in reporting, tracking, and maintaining records in ensuring the Small Business Center is a clean and safe environment for customers and staff.
       
  3. Oversees department research resources in a variety of formats to ensure the needs of the community and library staff are met through information literacy. 
    1. Assist in collection development management by reviewing, evaluating, and recommending print and electronic resources.
    2. Maintains a thorough knowledge of database functionality in order to provide assistance to patrons and staff in the use of electronic resources while providing timely updates when changes occur.
    3. Create, collaborate, and provide instruction on various topics, resources, and services to grow, promote, and support the knowledge of all library staff. 
    4. Assists with updates and content creation of resource materials, Libguides, and training materials 
    5. Work with branches and other departments to ensure their information literacy and resource needs are being met and develop effective solutions.
    6. Demonstrate proficiency with current technologies and relevant information tools, and the ability to keep up with emerging trends.
       
  4. Participates in program and outreach planning and implementation to meet the needs of existing customers and to attract new customers. 
    1. Develops, schedules, and evaluates programming, or supervises these activities, to ensure that it responds to community interests and needs.
    2. Reviews and evaluates existing programs, anticipates, and develops new programs with department staff by monitoring attendance and interest level and responding to these. 
    3. Participates in community activities and connects community members to department resources and activities by actively pursuing community connections. 
    4. Participate actively with working groups, committees, and/or other associations to stay connected trends, issues, and resources.
    5. Requests necessary promotional materials from the Communication Department to facilitate the promotion of department activities, programs, and events.
       
  5.  Assist with the planning, promotion and strategic growth of the Small Business Center.
    1. Assist with developing department strategies to assess and serve the needs of the community.
    2. Identify and foster relationships with organizations and groups in the community  to establish working relationships that make department and library resources available to the public. 
    3. Actively support the Department and the Public Services Department fostering positive relationships with all library staff and participate in events and activities.
    4. Collaborate with organizations to develop programs, events, and services to provide excellent resources and services to Library patrons.
    5. Monitors and/or compiles statistics to obtain an accurate representation of department activities.
       
  6. Provides assistance to customers to ensure quality service.
    1. Interact and provide assistance to customers in identifying, locating, and accessing information on a variety of topics such as entrepreneurial, small business research, grants, 
    2. Supervise Notary services and provide ongoing training to all notaries.
    3. Provide one-on-one assistance to customers through the Book A Librarian service.
    4. Works cooperatively with public service and support departments as needed to facilitate timely progress on projects and programs.
  7. Other Duties as assigned.
