PAY AND BENEFITS

 

Annual Pay Range: $88,770.58 - $119,841.91

 

Hourly Pay Range: $42.678165 - $57.616303

 

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position. This position is classified as a Recreation Manager.

JOB DETAILS AND QUALIFICATIONS

 

Are you ready to make a meaningful impact on the parks, trails, and open spaces that bring our community together? The North Clackamas Parks & Recreation District (NCPRD) is searching for an experienced, dynamic Parks and Facilities Operations Manager to take the lead in preserving and enhancing our cherished green spaces and recreational facilities.

 

As Parks and Facilities Operations Manager, you will be pivotal in the daily operations and long-term planning for NCPRD's parks, trails, and open spaces. Working closely with the NCPRD Deputy Director, you will oversee everything from facility maintenance and equipment management to asset oversight and team supervision—ensuring our parks are safe, welcoming, and run efficiently. In this role, you will develop and implement strategies that align with our district goals, drive health and safety standards, and contribute to the community's high-quality outdoor experience.

 

With responsibility for hiring, training, and supporting seasonal and part-time staff, you will foster a collaborative, team-focused environment across departments and with our contractors. Your leadership will shine as you resolve community concerns, support public inquiries, and keep all operational aspects running smoothly. Budgeting, procurement, and contract oversight will also be essential in this position, ensuring every resource is maximized for the public's benefit. As an essential member of the NCPRD Leadership Team, you will work on building partnerships, intergovernmental agreements, and collaborative projects that further the District's mission and community reach.

 

The Ideal Candidate

The ideal candidate will have a strong background in parks and recreation management, with at least six years of related experience. They will bring extensive knowledge of park and facility operations, project planning, and maintenance and a keen understanding of health and safety regulations. A proven leader, this individual will have experience supervising and developing diverse teams, supporting an inclusive, collaborative work environment where team members feel empowered and appreciated. They will have demonstrated success in budget management and policy development, with an aptitude for consensus-building and problem-solving.

 

Highly organized and detail-oriented, the ideal candidate is comfortable managing multiple priorities, including capital projects and budget oversight, while staying responsive to community needs. They will excel in both written and verbal communication and have experience working with community organizations, schools, vendors, and the public to foster partnerships and improve services. Above all, the Parks and Facilities Operations Manager will be passionate about creating and maintaining high-quality, accessible parks and facilities that enrich the community.

Required Minimum Qualifications/ Transferrable Skills:*

 

• A minimum of six (6) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position

• A minimum of two (2) years of that experience must include supervising the work of full-time employees (i.e., providing daily work direction and scheduling, assigning work, checking completed work, delivering training, preparing performance evaluations, and administering progressive discipline)

• Experience performing asset management, facilities management, and project management

• Thorough knowledge of codes, regulations, and laws about construction, ADA, hazardous material, and wage/hour requirements

• Ability to perform after-hours emergency response on a call-out basis and be on rotation to respond to after-hours and weekend emergencies and urgent tenant requests

 

Preferred Special Qualifications/ Transferrable Skills:*

 

• Extensive experience in project budgeting

• Experience with HVAC and/or Security systems

• Experience overseeing the maintenance function for a large building and/or multiple buildings

TYPICAL TASKS

 

Duties may include but are not limited to the following:

 

Develops and administers operational plans and short- and long-range goals; develops and implements policies, procedures, and guidelines to meet established goals and standards; ensures compliance with health and safety codes and licensing requirements; oversees maintenance and repair of facility and equipment; recommends capital improvement projects.

 

Hires, directs, and motivates full-time, part-time and seasonal maintenance staff to provide quality maintenance service; prepares performance evaluations; recommends and administers progressive discipline; conducts and/or facilitates staff training and development programs; promotes cooperative team efforts among staff and with other county departments and contractors.

 

Maintains an environment of exceptional customer service; receives, Investigates, and resolves customer and community group/partner inquiries, concerns, and complaints; provides technical assistance to the public and employees regarding program issues and complex technical and procedural issues.

 

Monitors and evaluates facilities, addresses current/future needs, develops quality control measures and standards, evaluates requests for facility improvements, maintains an environment of exceptional customer service, resolves customer concerns and complaints, responds to after-hours alarms and security system notifications, and more.

 

Develops requests for proposals of capital construction projects; provides project management and supervision for projects, capital Improvement plans, construction, and policies for the division; monitors and evaluates the condition of facilities, equipment, and services; forecasts repair and replacement of infrastructure and equipment. Review plans for operational efficiencies and oversight,

 

Assists in developing and monitoring the annual program budget; oversees payroll and procurement approval; monitors expenditures and prepares reports; prepares and approves purchase requisition order forms for equipment and supplies; and prepares and monitors contracts.

 

Participates as a member of the NCPRD Leadership Team. Collaborates on IGAs MOUs and relationships with other jurisdictions and departments.

 

REQUIRED KNOWLEDGE AND SKILLS

 

Thorough knowledge of: General recreation management best practices including those related to Parks and Recreation facility operation, program development, project planning, and/or park and facility maintenance, as well as federal, state and county health and safety laws, codes and regulations related to recreation service provision.

 

Working knowledge of: Management principles and practices, including supervisory and budgeting techniques; techniques of consensus building; funding sources and financing methods; participative management theories; basic marketing concepts and techniques; recordkeeping techniques.

 

Skill to: Organize, direct, train, evaluate and discipline professional, paraprofessional, administrative and maintenance staff; direct staff in continuous efforts to improve quality, productivity and effectiveness; incorporate team participation in decision making; respond to changes desired by citizens and district staff; develop and administer recreation programs, services, goals and objectives to meet needs of community; communicate effectively, both orally and in writing; prepare and deliver oral presentations to public and private groups; prepare and justify budget requests and grant proposals; develop, administer and evaluate processes and procedures; prepare and maintain reports and records; collect, compile and analyze information and data; operate computer software and other office equipment; interpret and apply Federal, State and local laws, regulations and statutes; establish and maintain effective working relationships with local schools, community organizations and businesses, vendors, media, district and county employees and the public.

 

WORKING CONDITIONS

 

Requires working weekends, evenings, and holidays.

 

WORK SCHEDULE

 

This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location.

ABOUT THE DEPARTMENT

 

North Clackamas Parks & Recreation District (NCPRD) is a service district of Clackamas County dedicated to providing exceptional parks and recreation programs, facilities and services. Voters approved the formation of the District in 1990 because they saw the need for greater parks and recreation services in the north end of the county. The District - which serves more than 105,000 residents in a 27-square mile area - includes the city of Milwaukie and a large area of unincorporated Clackamas County.

 

NCPRD offers 32 parks, many acres of natural areas and sensitive habitat, and a network of trails including the 6-mile Trolley Trail. Additionally, NCPRD offers a wide range of programs, services and events, and operates several recreational facilities such as the North Clackamas Aquatic Park, Milwaukie Center and the Concord Property.
