Description:

The Assistant Director is responsible for carrying out the goals of the department’s strategic plan, focused on the Family Assistance Programs, by managing the grants, reporting, budgets, staff, and delivery of services to tribal members. As the second in command, the Assistant Director will act on behalf of the Director in their absence and therefore must have a knowledge of the department programs, budgets, policies, procedures, and anything else required to ensure the continuity of programs and services. This position will have supervisory authority over some of the CFS Departmental Staff

Duties Include:

  • Strategic Planning: Assist the Director in strategic plan revisions and take the lead on implementation, ensuring programs and staff are using the strategic plan to guide work and plans.
  • PL 102-477 Management: This position will oversee the tribes PL 102-477 Program, including the coordination of programs, approved to be included in 477 plans, coordination of programs, and submission of the yearly report to the BIA.
  • Budgeting: Assist the Director and Financial Manager in budget development and monitoring in order to have a basic knowledge to support programs with planning and spending.
  • Grants: Manage the department grant awards, compliance, and reporting in alignment with strategic plan and Tribal Council goals, in coordination with Program Managers.
  • Recruitment and Supervision: Work with Director on recruiting for vacant positions and take the lead on supervision, mentoring, education and training, evaluation, and accountability for direct reports.

Will supervise 3-5 staff or up to 35 in absence of Director.

  • Collaboration and Communication:
    • Ensure programs and staff work together, in alignment with the strategic plan, to develop consistent goals, policies, and work plans.
    • Attend coordination meetings for the Director as needed.
  • Program Implementation/Evaluation:
    • Regularly review performance against the expectations of the evaluation mechanism. Guide program managers toward achievement of objectives by using effective communication, supervision techniques and being a role model.
    • Identify policy/procedure/code needs and work with Director to develop them.
  • Assume all duties and responsibilities of the Director in their absence.
  • This position will receive training under the director and program manager to fulfill job requirements.
  • Other duties as assigned by the Director.

Qualifications:

  • Education: Bachelor’s degree required. Master’s degree preferred.
  • Experience:
    • 3+ years of experience in program administration.
    • 3+ years of experience in social services programing (child welfare, IV-E, child support, TANF etc.)
    •  Ability to multi-task and manage multiple duties often in stressful situations.
  • Licensing/Certification: A valid Washington State Driver’s License
  • Personal Computer Skills: Must have intermediate-advanced personal computer skills are required, as well as word processing, spreadsheet, and other software programs.  
  • Other important skills:

  • Experience in the preparation of reports, grants, and contracts.
  • Experience working with Tribal Governments.
  • Must comply with the Tribe’s Substance Abuse and Personnel Policies.

Requirements:

  • Frequently required to walk, sit, stand and reach and lift with hands and arms.
  • Walking on uneven surfaces, on beaches and piers required.
  • Occasionally required to stand, stoop, kneel, crouch and lift and/or move up to 50 pounds.

 

Travel Requirements:

  • Local, statewide, and out-of-state travel may be required
