Contract Specialist
This position is a CIVILIAN position with the Department of the Army.
- Develop advance procurement plans for the future fiscal years in coordination with the requiring elements. Monitor and provide input to the automated management systems to reflect the current status of procurement plans.
- Review, analyze, coordinate, and provide determinations on production management functions from the point of pre-award survey to delivery of hardware and closeout of contracts. Review all approved procurement, production, delivery program objectives and program changes. Participate in pre-award surveys to determine contractor's capability to meet total production requirements and assure timely delivery of material. Determine and initiate action to alleviate actual or potential problems. Recommend Alternative contract actions when technical redirection is required.
- Formulate negotiation objectives and negotiates contracts for hardware or services on one or more components of subsystems of the Army's missile and aviation systems. Select type of contract which is best for the particular procurement. Prepare Findings and Determinations of Facts and negotiates Claim Settlements and Terminations. Planning procurement actions with technical, legal, and contract pricing personnel.
- Prepare designated price and cost-analysis in accordance with current command regulations and policies. Verify the contractor's rates through either the Defense Contract Audit Agency (DCAA) or available records of previous purchases. Incorporates the recommendations of the technical personnel as related to man-hours, materials, facilities, etc., into pricing/cost analysis. Establish a profit objective utilizing such techniques as the weighted guidelines method. Perform a comparative analysis of the contractor's proposals.
