General Description: Responsible for assisting the Department's Fiscal Director to manage all financial operations for the Public Infrastructure Branch and work in directing the administrative functions of a major branch, including directing the development and implementation of all financial and management functions, and the development, installation, and maintenance of specialized accounting systems for various types of projects.
Essential Job Functions:
Under the guidance of the Fiscal and Business Services Director (Public Infrastructure), the Assistant Director assists in the directing of the budgeting and accounting work that support all financial operations for the Branch Departments and Programs, including, but not limited to, Public Works (including Road & Bridge and Stormwater), Solid Waste, Transportation Engineering, Utilities, and select special assessment units (MSBUs and MSTUs).
In addition to supporting the director in providing strategic and overall financial direction for the branch, core responsibilities include, but are not limited to:
- Manages the Branch’s annual budget process, including budget calendar (in concert with the Office of Management and Budget), internal deliverables, procedures, timelines, strategy to achieve Branch and Enterprise objectives.
- Plans, directs, and coordinates through subordinate employees, the operation of the fiscal and administrative services of the Public Infrastructure Branch.
- Provides financial analysis for a range of business and financial scenarios.
- Responsible for ensuring that Public Infrastructure's accounting and fiscal policies and procedures are efficient, effective, and fiscally responsible.
- Directs quarterly budget to actual reporting processes, reports, presentations, and meetings for major Funds within the Branch, including delivery to the ACA.
- Responsible for the evaluation and approval of all required intra-year budget transfers and amendments for the Public Infrastructure Branch.
- Assists in the year-end close process and aids in all applicable deadlines, reports, and actions necessary to complete
- Responsible for organizational coordination of budgeting and financial reporting practices including compliance with applicable regulations like GASB pronouncements, GFOA standards, GAAP requirements, etc.
- Prepares and implements Department wide policies, procedures, and directives.
- Oversees office coordination elements including staffing, schedules, and associated management directives.
- Reviews internal audit findings, research, and design mitigating controls to resolve findings.
- Organizes and directs administrative programs.
- Evaluates employee work performance.
- Develops and implements individual goals, objectives, and department performance measures.
- Aids in the financial management of the grant and cooperative funding programs (federal, state, and local) for the Public Infrastructure Branch.
- Performs functions of the Director of the Department in his/her absence.
- Performs related work as required.
Knowledge, Skills and Abilities:
- Knowledge of accounting principles.
- Knowledge of principle and practice of public administration and organization.
- Knowledge of automated and financial system(s) in relation to billing, cost accounting, and operations and maintenance.
- Knowledge of operating and capital revenue and expense budgets.
- Knowledge of federal, state, and local grants, practices and procedures.
- Knowledge of GASB regulation, GAAP and associated practices utilized in governmental budgeting and cost reduction.
- Ability to formulate, implement and maintain numerous County budgets and enterprise funds.
- Ability to plan, organize and supervise the work of a large professional staff in a manner conducive to maximum performance and high morale.
- Ability to promote and maintain efficient department and public relations.
- Ability to establish and maintain effective working relationships with the County Commissioners, County employees, business partners, other governmental agencies and the public, often in stressful situations.

Minimum Requirements:
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Master's Degree in Finance, Business or related field and four (4) years of experience in an administrative or supervisory position that involved activities such as, financial planning and management, contract administration, systems analysis and budget preparation OR a Bachelor's Degree in Finance, Business or related field and six (6) years of experience. Experience with public finance markets, which includes preparing and interpreting financial statements. Experience with bond management is preferred. Prior Utilities and/or Enterprise Fund financial management preferred. Experience in the public sector preferred.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. One or more of the following certifications is preferred: Florida Sterling Examiner, Baldrige Examiner or Six Sigma.
