Resident Agency Specialist

Key Requirements

  • Must be a U.S. citizen
  • Must be able to obtain a Top Secret-SCI clearance 
  • Some travel may be required
  • Selectee will be required to complete a Confidential Financial Disclosure Report, OGE-450 annually 
  • Selectee will be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI) 

Physical Demands

  • The work is primarily sedentary, although some physical effort may be required. Employee may be required to lift moderately heavy items of approximately 20 lbs.

Work Environment

  • Work may be performed in shipping/receiving areas, warehouse environments, and records storage areas.
  • Protective clothing, gear, and observance of safety precautions may be required, depending on the type of work performed.
  • Occasional travel may be required and some irregular hours may be required.

Major Duties

  • Performs a variety of analytical and liaison work functions in support of the Field Office (FO) Resident Agency (RA) and personnel assigned.
  • Completes projects designed to increase the effectiveness and efficiency of work operations and supports programs in the office assigned through some or all of the following functions: liaison; analysis; facilities and space management; financial administration, human resources (HR) management, inventory and records management, and/or various other office support functions.
  • Prepares administrative and other reports for submission to FO and presents findings, orally and in writing, to higher-level management in the RA or FO as required.
  • Responsible for a variety of general administrative duties performed in support of the office and services as the customer service representative and fields questions for the office.
  • Serves as liaison for facilities, office planning and building/equipment maintenance.
  • Manages, coordinates and controls inventory systems for the office.
  • Serves as records management liaison.


Qualifications and Evaluations

Specialized Experience (SE):

GS 9: Applicant must possess at least one (1) year of SE equivalent to the GS 7 grade level. SE is defined as follows:

  • Utilized various resources to collect and analyze data/information relevant to the work being performed.
  • Formulated and presented oral and written reports based on collected information.
  • Communicated information verbally and in writing to individuals within an organization.
  • Assisted with the administrative aspects of a specific program or programs.

GS 11: Applicant must possess at least one (1) year of SE equivalent to the GS 9 grade level. SE is defined as follows:

  • Conducted research and analysis in support of projects and/or specific studies targeted towards measuring the effectiveness, efficiency, and productivity of work operations.
  • Prepared and presented study results and briefing materials.
  • Communicated and collaborated with individuals within an organization in order to accomplish a defined set of goals or overarching project.
  • Provided administrative support for the operation and/or management of a specific program or programs.

Education

All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:

GS 9: Applicant must have a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

GS 11: Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.

Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.
