What you’ll be doing:
We are looking to fill a Fiscal Analyst (Accountant 3) position. This position works within the Administrative Services, Financial Services section, and is located at the Oregon Department of Agriculture office in Salem, Oregon.
As a Fiscal Analyst (Accountant 3) you will serve as the department’s lead accountant and provide professional level expertise in integrated financial management systems including the agency’s processes for internal control and accounting systems including both accounts receivable and payable. You will use a total systems approach for problem identification, resolution development, and implementation.
This role acts as the “resident expert” on financial matters, offering guidance to both professional and para-professional accountants in the unit.
Perform program and agency analysis and forecasts.
Analyze fiscal data to determine trends, potential problem areas, and advise management on projected outcomes and improvements or corrective measures.
Define and interpret fiscal and accounting policy to assure compliance with GAAP, GASB and OAM requirements.
Coordinate and monitor federal contracts and grants, including preparing invoices.
Prepare general ACFR disclosure and Schedule of Expenditures of Federal Awards.
Annually prepare agency’s negotiated indirect cost rate agreement.
Maintain SFMA profiles for agency, designing, developing, establishing and/or modifying organization structures in SFMA.
Accounting for leases and subscription-based information technology arrangements.
Maintain accounting records for agency fleet.
Monitor and provide projections for agency’s Ballot Measure 76 Lottery Funds.

What are we looking for?
To Qualify for the Position, You Need:
Possession of a Certified Public Accountant or Certified Government Financial Manager certificate AND three years of accounting experience equivalent to Accountant 2 work to include designing and modifying accounting systems that require frequent changes in requirements to meet specific business objectives, consulting with program managers or external organizations, and assuring the proper functioning and accountability of fiscal operations, OR
A Bachelor’s degree in Accounting or in any discipline that includes or is supplemented by 32 quarter (21 semester) credit hours from an accredited institution in Accounting AND three years of related accounting experience equivalent to Accountant 2 work to include designing and modifying accounting systems that require frequent changes in requirements to meet specific business objectives, consulting with program managers or external organizations, and ensuring the proper functioning and accountability of fiscal operations; OR
32 quarter (21 semester) credit hours from an accredited institution in Accounting AND five years of related accounting experience to include a) classifying, analyzing, and reconciling complex financial data and records; b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records; c) preparing audited financial statements and reports; d) analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; and e) analyzing and interpreting complex accounts and account relationships resulting in accounting entries.
15 quarter (10 semester) graduate-level accounting credit hours may substitute for one year of the accounting experience. Graduate-level courses used to satisfy the educational requirement may not be used to satisfy the experience requirement.

Extensive knowledge of governmental or fund accounting including sources of funds, cost segregation, and display of expenditures and revenues, budgetary accounting experience.
Skill preparing year end closing and adjusting entries and reviewing accounting transactions to ensure conformance with generally accepted accounting principles.
Experience developing financial queries with business intelligence applications; preference may be given to applicants experienced with Oracle Business Enterprise Edition (OBIEE) and the state’s datamart.
Experience with Relational Statewide Accounting and Reporting System (RSTARS).
Skill preparing financial statements such as Balance Sheet, Income Statement and Cash Flows and interpreting other financial reports.
Experience reviewing the work of other accounting staff for adequacy, methods, and conformance and communicating necessary corrections.
Experience organizing work efficiently to handle competing or quickly changing priorities to meet differing critical deadlines with frequent interruptions.
