Human ResourcesManager

Essential Functions

  • Serves as Human ResourcesManager.
  • Serves as fullline supervisor.
  • In absence of a DeputyDirector, responsible for: serves as a spokesperson on behalf ofthe Director and the agency on matters relatedto human resources matters, to employeeaction; represents agencyat Civil Service Commission; supervises the Labor unit; travels in the performance of duties.
  • Directs Recruiting/Onboarding staff relative to position description management.
  • Coordinates 1GB learning managementefforts related to SuccessFactors and leadership development.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications:

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization.

Conditions of Employment

  • Pass Illinois Gaming Board's background investigation (background check).
  • Must comply with the State Officials and Employees Ethics Act: No State employee who works for the Illinois Gaming Board, or spouse or immediate family member living with such person shall, during State employment, hold an ownership interest in, other than a passive interest in, a publicly traded company, in any gaming license under the Illinois Gambling Act, the Video Gaming Act, the Illinois Horse Racing Act of 1975, or the Sports Wagering Act.
  • Must comply with the Illinois Gambling Act: No person shall be employed to serve the Board who is, or whose spouse, parent or child is, an official of, or has a financial interest in or financial relation with, any operator engaged in gambling operations within this State,or any organization engaged in conducting horse racingwithin this State.
  • Must comply with the Illinois Gambling Act: For the one year immediately preceding employment, an employee shall not have been employed or received compensation or fees for services from a person or entity, orits parent or affiliate, that has engaged in business with the Board, a licensee, or a licenseeunder the IllinoisHorse Racing Act of 1975.
  • Requires the ability to work overtime.
  • Requires the use of Agency supplied cell phone 24 hours.

Preferred Qualifications (In Order of Significance)

  • Prefer at least 2 years of experience with State of Illinois Personnel Rules and Pay plan.
  • Prefer at least 2 years of Human Resource management experience demonstrating increased leadership responsibilities over time.
  • Prefer at least 2 years of experience working with an automated payroll system.
  • Prefer at least 2 years of experience working with Unionized workforceand interpreting Collective Bargaining Agreements.
  • Prefer one year experience in managing human resources of a sworn workforce and/ormulti-Agency workforce.
  • Prefer professional experience utilizing Microsoft Excel, Word, and Outlook software.

Work Hours: 8:30 AM - 5:00 PM; Monday - Friday
