PAY AND BENEFITS

Annual Pay Range: $53,767.31 - $67,749.92

Hourly Pay Range: $27.572979 - $34.743549

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

Clackamas County's Social Services Division is looking for a highly organized individual with excellent facilitation skills and passion for providing excellent customer service, to join the Developmental Disability Services Program as an Oregon Needs Assessment (ONA) Assessor.

The Oregon Needs Assessment (ONA) is the functional needs assessment used to identify support needs and determine Level of Care (LOC) for individuals who experience Intellectual/Developmental Disabilities. The Case Manager (ONA Assessor) in this position is responsible for completing all parts of the ONA, including a comprehensive file review, assessment interview, and face to face observation. The ONA Assessor will be trained and certified to complete all parts of the ONA and enter assessment information into an online tool within required timelines.

We are looking for an individual who has experience working in the field of Intellectual and/or Developmental Disabilities and who has a strong desire to ensure equitable access to (our) services. A successful candidate will be able to work independently and as part of a team, and use independent judgement, resourcefulness and initiative to complete assessments within required timelines.

Required Minimum Qualifications/ Transferrable Skills:*

• Must meet the minimum standards for a Service Coordinator/Case Manager under Community Developmental Disability Programs as defined in the Oregon Administrative Rule (OAR) https://oregon.public.law/rules/oar_411-320-0030 and https://oregon.public.law/rules/oar_411-415-0040

a) A bachelor's degree in behavioral science, social science, or a closely related field; OR

b) A bachelor's degree in any field and one year of human services related experience, such as work providing assistance to people and groups with issues, such as economical disadvantages, employment, abuse and neglect, substance abuse, aging, disabilities, prevention, health, cultural competencies, or housing; OR

c) An associate's degree in a behavioral science, social science, or a closely related field and two years of human services related experience, such as work providing assistance to people and groups with issues, such as economical disadvantages, employment, abuse and neglect, substance abuse, aging, disabilities, prevention, health, cultural competencies, or housing; OR

d) Three (3) years of human services related experience, such as work providing assistance to people and groups with issues, such as economical disadvantages, employment, abuse and neglect, substance abuse, aging, disabilities, prevention, health, cultural competencies, or housing.

• Bilingual fluency in English and Spanish, including interpretation and translation skills, and cultural competency
• At least 1 year of current (within past 4 years) experience with Intellectual and Developmental Disabilities services
• At least 1 year of experience providing case management services such as developing individual service plans, safety plans, skill training plans and conducting client assessments
• At least 1 year of experience conducting comprehensive assessments of client needs as a regular part of a job, independently and usually without review by supervisor, manager or senior employee.
• Experience collaborating with community agencies, provider organizations or support teams
• Thorough knowledge of federal and state regulations that define the requirements and responsibilities for case management and corresponding services in order to assist the developmentally disabled populations

Preferred Special Qualifications/ Transferrable Skills:*

• Experience interviewing and facilitating assessment interviews
• Experience applying trauma informed principles and techniques

TYPICAL TASKS

Tasks may include but are not limited to the following:

• Complete all parts of the Oregon Needs Assessment (ONA) within 30 days: comprehensive file review; assessment interview; face-to-face observation; submission into the Express Payment & Reporting System (eXPRS). Enter corresponding progress note for successful completion and submission of an ONA, including corrections. Evaluate additional information from individuals, service coordinators, parents, legal representatives, etc. to problem solve and make corrections to current ONA assessments (within 60 days).
• Complete initial training and shadowing process required by the Office of Developmental Disability Services (ODDS) to become a certified Oregon Needs Assessment (ONA) assessor. Complete quarterly trainings and number of assessments necessary to remain certified. Attend team/program meetings, complete division/department trainings, Maintain knowledge of ongoing changes to Oregon Administrative Rules (OAR), especially those pertaining to the ONA, service grouping levels, and potential impacts to services for individuals with Intellectual/Developmental Disabilities.
• Review and respond to ONA Field Reviews from the ODDS assessment unit, and work with assigned Quality Assurance Trainers (QAT's ) to make corrections, address coding issues, etc.
• Participate in monthly check-ins and annual performance reviews consistent with County/Department/Division/Program policy.
• Maintain a system for tracking monthly ONA's to ensure timely scheduling and completion of assessments.

REQUIRED KNOWLEDGE AND SKILLS

ABILITY TO: Think outside the box, use critical thinking skills, and use facilitations skills needed to obtain information from others to identify support needs; adapt your verbal and written communication style based on the audience's communication style/needs and the information being shared; act as a liaison and facilitate difficult conversations between interested groups such as community partners, case management offices, providers, internal staff, etc.; complete multiple processes and procedures within set time frames and guidelines.

SKILL TO: Provide equitable, trauma-informed, person-centered service; gather information through research and interviews with applicants, customers, families, care providers and others; identify customer needs to assist with support planning; interpret and apply federal, state and local laws, rules, regulations and policies; maintain accurate and concise records; communicate effectively, both orally and in writing; establish and maintain cooperative working relationships with customers, families, care providers, community resources, other public and private agencies and County employees; operate computer software and other office equipment; recognize abuse and neglect and how to report.

KNOWLEDGE OF: Oregon Administrative Rules governing developmental disabilities services; serious emotional and behavioral disorders in all populations, and common medical, functional, and behavioral effects; medical criteria for levels of care and medical terminology; informed consent, confidentiality and HIPAA; Oregon's intellectual and developmental disabilities options and awareness of the different provider type options.

WORKING KNOWLEDGE OF: Methods and techniques of case management; equity, diversity & inclusion, trauma informed practices, health care, community resources and agencies; principles and techniques of interviewing; laws, rules and regulations applicable to government programs and funding guidelines, including Title XIX; principles and techniques of child and adolescent development and behavior, developmental disabilities, chronic mental illness, drug and alcohol abuse, or economically disadvantaged; office equipment, including personal computers and software programs; when and how to offer protective services to customers.

WORK SCHEDULE

This position is included in the County's alternate workweek program, working 37.5 hours during a standard workweek of Monday through Thursday (Fridays off):

• Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
