EARLY CHILDHOOD/K-12 SPECIAL EDUCATION SUPERVISOR

POSITION GOAL:        

 

To lead countywide work in innovative and evidence based practices in Early Childhood and Special Education. To support local school districts in system change to provide a continuum of programs and services in St. Joseph County that meets the needs of all students, assures a Free and Appropriate Public Education, and produces positive outcomes for students. 

 

QUALIFICATIONS:

 

  • Master’s degree and Full approval in at least one area of special education.
  • Ability to meet the requirements for Full or Temporary approval as a Special Education Supervisor and/or Director as required by Rule 340.1772.
  • Responsibility of employee to obtain and maintain all training(s), certificate(s), approval(s), etc. and provide documentation to the business office before expiration date of said document(s).
  • Must be able to lift up to 20 pounds.
  • Required to have a physical presence at the designated job site each scheduled work day.
  • Must have regular and reliable job attendance, performance and the physical ability to do the job.

 

PERFORMANCE RESPONSIBILITIES:

 

  1. Provide leadership and technical assistance on implementing systemic changes to improve the overall delivery of universal and special education programming in Early Childhood.
  2. Possess a solid knowledge of Federal and State laws, statues, regulations and policies affecting special education students, and convey that information as necessary to ISD, local districts and partner agencies. 
  3. Serve as a liaison between LEA early childhood universal and special education programs with the ISD. 
  4. Assist in the transition of children throughout early childhood services and programs. 
  5. Effectively allocate and assign ISD personnel and resources to best meet the needs of children and families throughout the countywide early childhood system.
  6. Provide leadership and technical assistance to ISD and LEA educators in implementation and use of the electronic platform for IEPs/IFSPs.
  7. Serve as a resource to ISD and LEA staff for monitoring of Medicaid logging.
  8. Support implementation of Multi-Tiered Systems of Support throughout early childhood programs or as requested by the Director. 
  9. Build and foster a positive image of the SJCISD with local district and intermediate district staff and administration.
  10. Oversee timelines for referral, evaluation, placement and re-evaluation of students with regard to special education and universal services. 
  11. Respond to district principals and parents for any questions or concerns regarding special education.
  12. Support local district administrators and teachers in problem solving situations with children including special education processes and challenges. 
  13. Build an understanding of Special Education System and process within local district teachers and administration.
  14. Provide technical assistance at the request of the district or Director regarding special education processes and reports. 
  15. Assist in the development of and implementation of corrective action plans as requested by the district or Director.
  16. Assist in transition process of children with IEP’s at the request of the district or Director.
  17. Serve as a resource to parents/caregivers seeking guidance regarding special education.
  18. Actively participate in Student Assistant Teams (or appointed designee when necessary) as requested by district or Director.
  19. Support IEP team through IEP process and attendance as requested by the district or Director.
  20. Participate in special education staffing meetings to support the development of IEPs or positive behavior intervention plans for children in the district.
  21. Participate in special education meetings with district administration as scheduled by district. 
  22. Assist in developing cross-country systems and processes while honoring the individualization of each local district.
  23. Facilitate communication and collaboratively problem solve to address systematic challenges as they arise.
  24. Assist ISD team and districts in data collection and analysis.
  25. Participate in county, regional and state meetings and professional development as appropriate.
  26. Develop strong professional relationships with therapists and frontline staff members in community agencies.
  27. Build structure of continuous communication with local district administration and SJCISD team members.
  28. Maintain regular communication with the SJCISD Director regarding celebrations and developing challenges in each local district assigned. 
  29. Support SJCISD staff members working in local district where Special Education Supervisor is assigned. Problem solve together and provide coaching for staff members.
  30. Participate in the identification and hiring process of new staff members.
  31. Supervise and evaluate ISD personnel as assigned.
  32. Provide coaching for ISD staff in individual areas of needed growth.
  33. Plan and conduct professional development activities when appropriate and necessary.
  34. Strategically utilize SJCISD resources for team professional development, supplies and mileage. 
  35. Develop and maintain a strong and healthy relationship with local district administration where supervisor is assigned. 
  36. Participate in trainings provided by the district to ensure alignment with district vision.
  37. Participate in ISD leadership committees and meetings: Board of Education, Cabinet, Supervisor and others as requested by the Director. Serve on standing ad hoc committees as necessary.
  38. Possess excellent verbal, written, and interpersonal communication skills.
  39. Consistently demonstrate professional and respectful communication skills.
  40. Engage in continuous learning of best practices in education.
  41. May need to sub in the classroom, in the event there is no teacher or substitute teacher available.
  42. Perform other duties as assigned by the Executive Director of Special Education.
