Management Analyst III - Public Health Policy Coordinator

Within the Office of Innovation, our Strategic Planning Unit seeks to hire a highly motivated and energetic public health policy professional to manage our organizational policy, regulatory compliance, and legislative portfolio. In the rapidly changing landscape of public health, this unit plays an integral role in guiding the development, execution and integration of the department's strategic vision and supporting division and program implementation of strategic goals and objectives. This position:
 

  • Designs, develops, and coordinates the department’s organizational policy framework, regulatory compliance functions and legislative portfolio.
  • Performs advanced-level work, including analysis, data management, and research needed to assure a strong policy function.
  • Benchmarks approaches to regulatory compliance in locally administered public health departments, maintains familiarity with Virginia Administrative Code and other state and federal regulations relevant to the department, and coordinates department response to proposed regulatory changes and rulemaking.
  • Interfaces with central services staff, including the County Clerk, county’s Legislative Affairs Team, and Office of the County Attorney, as necessary. Prepares presentations and communications (including memos) to Department Executive Leadership, the Health Care Advisory Board, department partners, other Health and Human Services agency staff, and the Board of Supervisors.
  • Coordinates across divisions to ensure the department is responsive to requests for developing the County Legislative Program and reviewing and providing feedback on bills during the General Assembly Session.
  • Ensures alignment between accreditation, quality improvement initiatives, performance management, and the department policy framework.
  • Supports efforts of the Strategic Planner and Strategic Planning Unit, including accreditation, strategic planning, and organizational performance management.
  • Serves on committees, task forces, and management teams to evaluate the effectiveness and efficiency of existing management/administrative systems.
  • Writes, edits, and finalizes reports and presentations and presents findings and recommendations to department senior managers.


Note: Health Department positions are designated as emergency responders in the event of a public health crisis. As a public health emergency responder, this position may be reassigned to provide support based on the emergency response service needs. The temporary reassignment may require employees to function in a role outside of the typical job duties. The emergency response may also require employees to work alternative work schedules to include weekend and evenings.

The functional areas of this position are policy development, complex planning, monitoring and evaluation, and project management.


 

 

Required Knowledge Skills and Abilities


Considerable knowledge of mission, goals, and objectives of the organizational unit, program, or activities to which incumbent is assigned
Considerable knowledge of the principles, practices, and techniques relating to the functional area of business operation (e.g. personnel, budgeting and financial management, contract administration and management)
Knowledge of the principles, practices and techniques governing management, organization, operations and programmatic services
Ability to identify possible solutions for solving business problems
Ability to evaluate proposals and solutions in terms of benefits, costs, and overall impact on the project, program, or organization
Ability to make oral presentations to department management, other departments, or the public
Ability to write detailed, accurate reports, grants, or solicitations for pertinent areas of administration
Ability to use word processing and presentation software to prepare documents, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data
Ability to supervise and train staff
Ability to lead assigned employees, including delegating and reviewing work assignments, providing coaching and guidance, monitoring and evaluating performance, and supporting training and development planning. 

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus, four years of professional work experience with in the functional area.

CERTIFICATES AND LICENSES REQUIRED:

  • CPR certification: Required within 60 days of hire
  • AED certification: Required within 60 days of hire


PREFERRED QUALIFICATIONS:

Master's degree in, public health, public administration, business administration or related field of study
Ability to work independently and collaboratively in a team environment with a proactive mindset, exercising good judgement and critical thinking skills
A track record of successful collaboration within interdisciplinary teams and excellent customer service skills with the ability to interact in a friendly, service-oriented, and professional manner with both internal and external stakeholders
Must communicate effectively through the use of verbal, written and electronic means;
High level of proficiency in the use of Microsoft Office Suite applications (MS Word, Excel, PowerPoint, and Outlook)
Three of more years of experience creating and analyzing health policies and regulatory compliance.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check, and a Child Protective Services Registry check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, and requires walking, standing, sitting (for long periods of time), and kneeling, reaching, bending, climbing stairs; may be required to lift or carry up to 25 lbs. occasionally. Uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment and computer and use of touchscreen. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Generally, works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting. All duties performed with or without reasonable accommodations.
