Duties

The selectee for this position will provide administration, coordination, and technical work related to the acquisition and management of lands in the Upper Colorado Region.

Major Duties include, but are not limited to:

  • Prepare various legal documents required for land acquisition, withdrawal, relocation, or management actions.
  • Maintain records for all acquired and disposed land and real property transactions within the region for reporting requirements.
  • Receive incoming land descriptions, maps, appraisals, legal documents, title policies, billings; etc., and determine action(s) needed.
  • Respond to inquiries received regarding withdrawals, acquisitions, management, and relocation.
  • Negotiate terms of routine permits and licenses.

You must maintain a valid State Driver's License at all times as the position requires operation of government vehicles on government and public roads. Failure to maintain a valid State Driver's License at all times will result in removal from the position.
You may be required to work outside of regular tour of duty with supervisor approval, e.g., Credit Hours, Overtime, etc.
You may be required to travel up to 25% of the time with some overnight stays to attend meetings, conferences, training, site visits, etc.

Qualifications

 

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing 4 of the following: 1) gathering and analyzing information; 2) researching land records and related documents; 3) preparing various legal documents required for land acquisition, withdrawal, relocation etc.; 4) entering and obtaining data from land records systems, and developing recommendations on land acquisition, disposal, withdrawals, and relocations; and/or 5) communicating with other realty specialists, other Federal agencies, landowners and attorneys, title companies, local/state governments, and the public.

OR

Education: Successful completion of at least a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related in business administration, public administration or policy, and land use planning. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Applicants must submit a copy of transcripts. You must include transcripts.

OR

Combination: Successful completion of a combination of education and experience as described above. To combine education and experience, first determine your total qualifying education as a percentage of the education required for the grade level; then determine your experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify this grade level. NOTE: Applicants must submit a copy of transcripts.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 09/26/2024.
