Roadway Maintenance Manager

In support of this vision, the Roadway Maintenance Manager reports directly to the Deputy Chief of Roadway Maintenance.  

Essential Job Functions

The incumbent prepares the Annual Roadway Maintenance budget to ensure that there are adequate materials and supplies for the Maintenance Unit. This position reviews the personnel levels at the Authority's Maintenance location and makes recommendations to the Deputy Chief of Roadway Maintenance & Chief of Maintenance & Traffic, to ensure that each Maintenance section will be maintained in a safe and efficient manner.

The incumbent plans, directs and monitors the Authority's snow and ice control activities to provide safe and clear driving conditions for the Tollway patrons. Through a subordinate management staff, this position also directs field maintenance activities for all Maintenance Garages, to ensure adequate and proper maintenance and operation of all maintenance locations. The incumbent is responsible for incident management activities performed by Roadway Maintenance personnel and coordinates these activities with the various emergency service responders.

Works with Union Representatives (2 Unions) regarding administering provisions of the Collective Bargaining Agreements and participates in Contract Negotiations. The principal challenges to this position are proper coordination of manpower to the many and various emergencies and situations that arise and adequately address daily routine and scheduled Roadway Maintenance needs and activities. The short-term position goal is to ensure safe road conditions and maintenance functions through proper methods and procedures and material usage. Long-range goals include development of additional maintenance activities, review applications of new equipment and materials, and recommendations for future work for the Major Improvements Program. (Capital Improvements and Move Illinois) Decision-making latitude exists for this position relative to daily maintenance activities, winter related problems, routine purchase requirements, and general union contract administration.

Key contacts within the Authority include the Chief of Maintenance & Traffic, other Maintenance Management staff, State Police officers and command staff, Design / Construction Engineers, and the Utility Coordinator. Outside contacts include local Fire and Police Departments, various vendors, Towing and Recovery operators, Illinois EPA officials, Illinois Department of Transportation staff, construction project coordinators, and meteorologists.
 
Position Responsibilities
 

  • Performs efficient budget management within accepted parameters to accommodate requirements.
  • Ensures that proper guidance is given to Maintenance Section Managers and Roadway Maintenance District Managers to guarantee proper functioning maintenance operation.
  • Provides effective organization and implementation of snow and ice activities to ensure safe winter driving conditions.
  • Serves as project manager for major in-house construction projects.
  • Provides competent roadway maintenance management to ensure a safe, sound roadway system.
  • Provides professional and competent Collective Bargaining Agreement administration to ensure appropriate labor / management relations.
  • Oversees the implementation of emergency services operations.
  • Reviews and research new equipment for the purpose of upgrading equipment.
  • Performs related work as required and assigned.

 

 

Qualifications

Education (Required)
 

  • High School Graduate or GED equivalent is required.

Education (Preferred)
 

  • College level management or related course work is desirable, but not required.

Skills and Experience (Required)
 

  • Must possess extensive knowledge of roadway maintenance principles and practices with 5-10 years progressively responsible experience in a managerial capacity over a large, decentralized maintenance operation, is required.
  • A strong managerial background in all aspects of snow and ice control for a major transportation system is required.
  • In-depth knowledge and experience with computerized maintenance management, inventory control and work scheduling systems are required.
  • Excellent written and verbal communication skills.
  • Availability to respond and work 24 x 7 x 365 when emergency conditions occur.
