Deputy Director – 911 Coordinator and Hazmat Coordinator

Position Summary:

Assist with the development and implementation of emergency operations planning, training, outreach and response efforts for the Allen County Office of Homeland Security and Emergency Management (ACHSEM) for natural, technological, CBRNE, terrorism and human initiated hazards or events. Assists to ensure emergency management program requirements are met as outlined in Local, State or Federal grant or regulatory requirements. Collaborate with internal County departments, local, State and Federal partners for planning, training, exercise and response efforts. Serve as the County 911 Coordinator ensuring compliance with all State and Federal laws, as well as understanding the county 911 policy manual and resolutions which are directed toward fulfilling the responsibilities and duties of this position. 

Essential Functions/Major Responsibilities:

  • Assists with the development and maintenance of the County Emergency Operations Plans and tools to include but not limited to: plan annexes, continuity of operations plans, incident command checklists, incident command forms, Emergency Operations Center facility/resource instructions, contact rosters, resource rosters, equipment user guides
  • Help to establish and staff the county EOC during emergencies
  • Acts as a representative of ACHSEM at internal, community, state or federal meetings, trainings, exercises or conferences as delegated by the ACHSEM Director
  • Assists in preparation, convening, and facilitation of emergency management meetings and emergency exercises to include but not limited to, table tops, functional and full scale exercises for county operations and localized exercise events
  • Assists with developing media releases and public service announcements. Participate in live interviews for educational or outreach efforts with media sources.
  • Assists with the development, documentation and reconciliation of any emergency management program grant received as assigned by the ACHSEM Director
  • Assists with coordination, testing, inventory, maintenance and training of county emergency response equipment or resources; to include but not limited to EOC facilities equipment, outreach and marketing materials, response trailers, communication vehicle, bomb squad vehicles and equipment, HAZMAT vehicles and equipment, MARCS Radios, and social media (Facebook, Website, Facebook, email)
  • Assist with coordination of County Emergency Management volunteers to include but not limited to: education tracking, contact information management and task assignment
  • Assist with coordination and management of related emergency management software programs to include but not limited to: Alert Allen County, Aloha, CAMEO, Marplot, CAPE and WebEOC.
  • Assist with general office management to include but not limited to: electronic and hardcopy document filing, communications to citizens, processing of mail, coordination of deposits and invoices, etc.
  • Operate a motor vehicle for the purpose of investigating emergency situations, meetings, out-of-county travel and other activities as required
  • Perform all duties in close coordination with the ACHSEM Director
  • May act in capacity of ACHSEM Director in his/her absence
  • Coordinate County 911 operations; to include contract negations with vendors, equipment maintenance, dispatcher training, correspondence with State, Local and Federal agencies
  • Assist with coordinating the County Hazmat Team; maintain team roster, training records, incident forms, maintain County Hazmat plan, liaise with the County HAZMAT Chief

Qualifications:

Specific Job Skills:

The position requires considerable knowledge of the principles and practices of emergency management and community planning with a working knowledge of the functions and procedures of public safety agencies. Reasonable knowledge of the principles and practices of emergency management and the administrative principles and practices associated with program planning, implementation and evaluation. The ability to exercise sound judgment in appraising situations and in making decisions regarding complex issues is essential. Strong interpersonal, written and verbal communication skills are also required. A demonstrated ability to plan and work collaboratively with all levels of staff within the organization and with external agencies, community partners and individuals is necessary. The employee must also have a thorough knowledge of applicable statutes and administrative rules. Possession of a valid Ohio driver's license with good driving record is required. The employee must also have the physical capability to interact with others, to develop and maintain effective working relationships with county staff, State partners and with other agencies and the mobility to safely operate an automobile.

Education/Experience/Licenses/Certificates Required:

  • Bachelor's Degree preferred with course studies in Emergency Management, Homeland Security, or related fields
  • Three years of experience in a public safety or emergency management organization in program planning, organization and communication preferred
  • Any combination of academic training and experience that clearly demonstrates the ability to perform the work as determined by the ACHSEM Director
  • Current certification of National Incident Management System classes IS 100, IS 200, IS 700, and IS 800
  • The employee must possess strong writing, word processing, spreadsheet management skills and demonstrates clear, confident public speaking ability. Experience in working with computer systems and networks is preferred.
  • Experience or formal education in emergency management, public agency preparedness, grant writing and grant management skills is desirable
  • Experience in 9-1-1 Operations and with Hazardous Materials response is preferred
  • A valid Ohio driver's license with an insurable driving record required
  • Employees are required to reside within Allen County

Job Scope:

Operates from established and well-known procedures with an opportunity to contribute to the development of new concepts, programs and procedures. Decision-making can be independent but is made within policy and procedural constraints. Operates independently with minimal general supervision. Work is performed under the direction of the ACHSEM Director. Works with Community partners in preforming duties as well as development and implementation of plans.

Although normal working hours are typical, this position also has the potential to be called upon to work after hours or on weekends. In the event of a county emergency, the employee may be called upon to assist other counties or agencies, including temporary out of county assignments. Lifting, transporting and setting up audio-visual equipment may be required. Lifting, transporting and deploying hazmat response equipment may be required. Lifting and transporting educational materials and setting up facilities for workshops, meetings, seminar presentations and training events may also be required.

  • Physical Ability: Tasks involve the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (20-30 pounds).
