The Industrial Strategies Division (ISD) is seeking a Staff Air Pollution Specialist to lead the development and recommendation of policy options, regulations, control measures, protocols, and technical support documents for fuels, including gasoline, diesel, alternative diesel fuels, and alternative fuels. The SAPS is expected to act as an expert for fuel combustion and production emissions. Duties include designing and developing new fuels testing and analysis procedures, conducting complex environmental analysis to determine emissions impacts from new and existing fuels regulation and policies; independently analyzing and synthesizing emissions data and other information from peer-reviewed research papers; and coordinating across the agency and with other State agencies to prepare correspondence, briefing materials, presentations, issue papers, and fact sheets related to regulations, control measures, protocols, and other policies; and acting as an expert on technical materials to external entities, upper management, and the Board.

The SAPS will act as a team lead for Air Resources Engineers and Air Pollution Specialists to develop complex and highly technical programs and regulations. Under direction of an Air Resources Supervisor I, the SAPS will coordinate with program staff and develop expertise in CARB'S fuels regulations, including the Alternative Diesel Fuel Regulation, the Calfornia Reformulated Gasoline Regulation, Low Carbon Fuel Standard Regulation, and other fuels programs. The SAPS will also coordinate with and develop expertise in CARB's mobile source control programs, and will work with various CARB divisions, CalEPA and other State agencies, and external organizations to support CARB's clean air goals.

Working Conditions

 

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

  • Position located in a high-rise building.
  • Telework is available up to 60% of the time.
  • Requires being stationary, consistent with office work, for extended periods.
  • Standard office environment (artificial lighting, controlled temperature, etc.)  
  • Daily use of a personal computer, office equipment, and/or telephone.
  • Telework availability may be updated in the future based on business needs.
