Job Summary

 

This posting will be used to fill two limited Management Analyst 1 vacancies. The positions have a projected end date of October 2026.

As a contract specialist at the Minnesota Pollution Control Agency (MPCA), you will assist contract specialists in the administration of Contracts, Request for Proposals (RFP’s), training and working with leadership/management, program staff and any other MPCA staff and external partners as appropriate.  This includes to assist in defining the scope of work and incorporating technical requirements into contracts, as well as to assist in the completion of all forms and documentation associated with the development, research, problem-solving and compliance of contractual requirements, under limited supervision, for the MPCA. 

Qualifications

 

Minimum Qualifications

Two (2) years of advanced administrative or technical experience performing contract administration support or assistance (understanding of the basic concepts of contracting) including drafting and/or reviewing contracts; OR

One (1) year of professional experience drafting and reviewing contracts; OR

A Bachelor’s degree in Business, Accounting, Finance or closely related field AND

Experience with computers and software applications (i.e. Microsoft Word, Excel, Access, Outlook or similar applications) sufficient to create and interpret quality work products of staff, reports, spreadsheets, budgets, databases, and correspondence.

Effective oral communication, written communication, interpersonal, project management, and problem-solving skills.

The Minnesota Pollution Control Agency will not sponsor applicants for work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.

Preferred Qualifications

Experience coordinating contracts with applicable state laws and policies.

Experience interpreting and applying government regulations, rules and policies.

Advanced knowledge and skill in Statewide Integrated Financial Tools (SWIFT).

Knowledge of software collaboration tools (SharePoint, TEMPO or equivalent) to provide leadership in the design, administration and implementation of such systems.

Excellent skills using software applications, including Word, Excel and PowerPoint, and utilizing databases sufficient to update, track and manipulate information.

Additional Requirements

Position duties may require travel, but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
