Public Works Street Supervisor

POSITION SUMMARY

The purpose of this position is to assist the Street Division Manager with planning and supervision of the work crews engaged in maintenance, repair and construction of roadways, snow removal operations, storm water drainage system maintenance, sanitary sewer system maintenance, special event coordination and any other maintenance work on related city owned infrastructure.  The Supervisor performs important and responsible field supervisory work, involving the scheduling, evaluation and prioritization of daily tasks, on-going projects, and emergency repair/reconstruction jobs for the Street Division of the Department of Public Works.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.

 

  • Supervise the Daily Operations of the Street Division (50%):  Manage the scheduling of jobs and equipment assignments for all employees in the Street Division.  Supervise and instruct employees in the safe and correct work methods and procedures for patching, repairing, overlaying, and construction of streets and parking lots.  Re-examine priorities when necessary and reassign personnel and equipment in emergency situations and upon the completion of scheduled projects.  Manage the scheduling and completion of snow and ice control operations.  Supervise and instruct on the proper operation of all Street Division equipment including, but not limited to, pickup trucks, excavators, plows, rollers, end loaders, graders and sewer equipment. Respond to and resolve citizen complaints.  Monitor and inspect streets on a daily basis for needed maintenance and repairs.  Coordinate construction work performed by other departments or private contractors to establish start times and completion dates for Street Division involvement.  Conduct on site investigations, pre-construction and job completion inspections. Manage the scheduling and direction of loose-leaf collection operations, mowing of roadside and personal property as required, including maintenance of all storm water basins.

 

  • Supervise Personnel within the Street Division (30%):  Supervise all personnel within the Street Division including, but not limited to, training, evaluating, mentoring, and coaching. Participate in the recruitment process when vacancies occur including, but not limited to, evaluating job postings and descriptions, evaluating, interviewing and selecting applicants, and onboarding new employees. Supervise employee scheduling including, but not limited to, daily time sheets, accrued time off usage, FMLA, and other paid time off benefits. Establish and maintain effective relationships between Street Division personnel, other Public Works Divisions, other City Departments, and the general public.

 

  • Administrative and Planning Needs of the Street Division (20%):  Maintain records of all labor hours, materials, quantities and equipment used in all maintenance, construction and repair projects and activities.  Order materials and supplies needed for maintenance, repairs and new construction.  Assist the Street Division Manager in the preparing and managing of the Street Division budgets.  Assist the Street Division Manager in recommendations for CIP purchases for Street and Utility owned vehicles and equipment.
  • Perform other Duties as Assigned.

 

REQUIRED MINIMUM QUALIFICATIONS

Education and Experience:

  • Associate Degree in Business, Project Management, Civil Technology or a related field is preferred.
  • Minimum of three (3) years of experience in street and utility infrastructure construction and maintenance. 
  • Possess and maintain a valid Driver’s License; valid Class A Commercial Driver’s License is preferred. 

 

Necessary Knowledge, Skills, and Abilities:

  • Considerable knowledge of the principles, practices, policies and regulations of municipal public works operations related to the management of street and utility infrastructure.
  • Ability to advise and provide interpretation regarding the application of policies, procedures and standards to specific situations.
  • Ability to work independently of direct supervision, including the possession of good critical thinking, problem solving and sound judgement skills.
  • Considerable knowledge of the tools, equipment, materials, methods, and practices used in a variety of maintenance and repair processes of streets, sidewalks and sewers.
  • Basic knowledge of the operation and maintenance of equipment and tools used street and utility infrastructure maintenance and repair.
  • Knowledge of the principles of budgeting.
  • Intermediate level computer, clerical and writing skills, including the ability to complete all paperwork and records in an accurate and timely manner.
  • Ability to read and interpret blueprints, sewer maps and work from sketches
  • Knowledge, understanding and application of safety practices related to job functions, including the proper handling of hazardous materials, confined spaces, trench and shoring requirements and respirator fit testing.
  • Good communication skills, including the ability to give and follow written and verbal instructions.
  • Ability to supervise in a team environment, including directing and evaluating the work of employees, maintaining effective relationships with other employees, the public and council, mediating interpersonal conflict and handling situations in a courteous and tactful manner.
  • Strong time management skills, including the ability to meet deadlines by appropriate scheduling, often managing multiple priorities.
  • Ability to set and meet goals, including the setting of long-term plans.
