Job Summary

This position is in the newly created P/T Contracts unit at the Minnesota Pollution Control Agency (MPCA). As a Contract Specialist, this position exists to develop Professional/Technical (P/T) contracts and/or assist with P/T contract processes, under limited supervision. You will assist in defining the scope of work and then further identify and incorporate technical requirements into contracts, as well as to assist in the completion of all forms and documentation associated with the development of contracts. The position will research and respond to contract management questions to help ensure contracts are managed in compliance with contract requirements. Also provides assistance in developing, evaluating, improving, and implementing policies and procedures pertaining to contract development, SWIFT tools, and Tempo/Records management. Maintains accurate and up-to-date contract records and documentation, ensuring proper documentation of all contractual agreements and obligations.

Qualifications

Minimum Qualifications

Three (3) years of advanced administrative or technical experience performing contract administration support or assistance (experience is related to drafting and/or reviewing contracts or similar complex documents/processes), reviewing budgets, scope of work, and/or related forms and processes) OR


Two (2) years of professional contract development experience.


A bachelor's degree in accounting, Finance, Business Administration, or closely related field may substitute for one year of experience or related.


Proficiency with computers and software applications (i.e. Microsoft Word, Excel, Access, Outlook or similar applications) sufficient to create and interpret quality work products of staff, reports, spreadsheets, budgets, databases, and correspondence.

Demonstrated effective communication skills.


Ability to work collaboratively and effectively as a team member.

Preferred Qualifications

Experience drafting contract agreements.

Knowledge of and/or experience with P/T Contract processes.

Knowledge of state and federal laws, rules, regulations, executive orders, and procedures regarding contract development and administration.

Demonstrated experience initiating and successfully completing projects.  

Understanding of the differences between professional/technical contracts, equity select contracts, master contracts, grant contracts, and other types of contractual agreements.
 

Demonstrated project management skills including the ability to meet deadlines, maintain organization, and manage multiple projects simultaneously.
 

Ability to build partnerships and obtain cooperation from staff and external stakeholders.
 

Knowledge of/experience with Statewide Integrated Financial Tools (SWIFT).
 

Accomplished leadership skills to effectively coach, train and lead peers in problem-solving and project management.
