Fuels Evaluation Section Supervisor

The Fuels Evaluation Section (FES) manager is responsible for implementing various aspects of California's Low Carbon Fuels (LCFS) program to promote alternative fuel deployment.

This section provides expertise on evaluating the carbon content of liquid and gaseous fuels in order to support the use of low carbon fuels in California. This section is responsible for processing applications for gasoline, diesel, hydrogen, renewable natural gas, and other fuels where fuel providers are seeking to reduce their fuel's carbon intensity through refinery investment credits, innovative crude projects, low complexity/low-energy-use credits, hydrogen or renewable natural gas use, and other means. This section certifies new fuel pathways, those pathways are available for reporting under the Low Carbon Fuel Standard (LCFS). Fuel pathways provide regulated parties with greater flexibility for complying with the LCFS regulation designed to reduce carbon intensity of transportation fuel by twenty percent by 2030. The inclusion of mandatory verification in the LCFS regulation, effective 2019, requires staff in the section to provide ongoing support to the LCFS verification team. The section works closely with staff from other jurisdictions to facilitate other low-carbon fuel policies, and with stakeholders across the program to facilitate program understanding and implementation.

Under direction of Assistant Division Chief, the Air Resources Supervisor I (ARS I) manages the day-to-day operations of this section that focuses on leading/mentoring staff in reviewing staff work to evaluate the technical merits of fuel applications; developing constructive relationships with other managers/staff within California Air Resources Board (CARB); working with industry and the public; and communicating issues. The ARS I also works closely with the Branch Chief and other managers in the branch to implement Branch and Division priorities and policies, hire staff, manage staffing and contract resources, identify projects and set appropriate deadlines, reinforce personnel and procedural policies, review deliverables for policy and scientific accuracy, resolve sensitive program and personnel issues with tact and diplomacy, and represents the program in meetings within CARB and the public. This section interacts with CARB management, other agency staff, and stakeholders regularly. This section also provides assistance to the other sections in the branch and works with the Branch Chief in all matters related to the implementation of the LCFS regulation.

About the LCFS: The LCFS is a key part of a comprehensive set of programs in California to reduce Green House Gas (GHG) emissions and other smog-forming and toxic air pollutants by improving vehicle technology, reducing fuel consumption, and increasing transportation mobility options. The LCFS is designed to decrease the carbon intensity of California's transportation fuel pool and provide an increasing range of low-carbon and renewable alternatives, which reduce petroleum dependency and achieve air quality benefits.

Working Conditions

 

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
