Management Analyst II - Grants & Special Projects

Job Summary

The Management Analyst II – Grants & Special Projects position involves overseeing the identification and pursuit of grant opportunities that support the City's strategic objectives.  Key responsibilities include managing the grant lifecycle from identification to submission and reporting, maintaining communication with stakeholders and grantors, and implementing financial controls to monitor grant expenditures and compliance.  

Under direction, is responsible for performing research, analysis, recommendation, and consultation with management on diverse and complex issues that may have a fiscal or operational impact on the City of Gahanna. The Management Analyst II will be responsible for analyzing and proposing ways to improve the City’s productivity, efficiency, or budget and will perform other related duties as assigned.

Starting Salary Range: The starting salary is between the minimum and midpoint of the range ($63,169.60 - $77,376.00 annually).  Candidates will start at the minimum of the range unless their skills, experience, education or other factors exceed the qualifications for the position.   

Essential Job Functions

 

  • Leads or conducts operations or administrative reviews, program evaluations, and special studies about fiscal, operational, and managerial issues.
  • Researches and analyzes operational or administrative issues and compiles recommendations for resolution or improvement as needed.
  • Develops and recommends strategies for the implementation of new programs, projects, or policies; participates in the implementation and/or training processes relating to these programs, projects, or policies.
  • Assists in performing the day-to-day professional administrative and analytical duties in support of personnel, budget, and/or general administrative functions.
  • Provide advice and technical assistance with cost analysis, fiscal allocation, budget preparation, and other duties as assigned.
  • Serves as a resource or specialist on fiscal, operational, or other managerial issues.
  • Conducts financial studies to determine the availability of resources for funding current or new programs, projects, or services.
  • Prepares comprehensive financial, statistical, technical, and narrative reports.
  • Maintains accurate records and files.
  • Regular, predictable, and punctual attendance is required.

 

Minimum Qualifications

Minimum Qualifications
Any combination of education, training, and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the job. A typical way to qualify is three (3) years of progressively responsible experience and a Bachelor's degree from an accredited four-year college or university in Business Administration, Accounting, or related field. 
 
Licensure or Certification Requirements
Current and valid Ohio driver’s license with an acceptable driver’s abstract to meet criteria for insurability established by the City of Gahanna.

  • Municipal government structure and processes.
  • Budgeting concepts, principles, practices, and methods.
  • All applicable state, federal, and local ordinances, laws, rules, and regulations.
  • Computer and data processing technology related to financial, budget, accounting, and auditing utilizations.

 
Skill in:
 

  • Advanced Microsoft Office software.
  • Researching, analyzing, compiling, interpreting, and summarizing a variety of information, data, and materials.
  • Preparing complex, concise, accurate documents.
  • Organizing work, setting priorities, meeting critical deadlines, and following up on assignments with minimal direction.
  • Applying logical thinking to solve problems or accomplish tasks; to understand, interpret, and communicate complicated policies, procedures, and protocols.

 
Ability to: (Mental and Physical Abilities)
 

  • Oversee and coordinate budgetary and fiscal projects and programs.
  • Present the results of research effectively in oral, written, and graphic form.
  • Establish and maintain effective working relationships with fellow employees, city officials, other government agencies, and the public.
  • Stand; sit; use hands to finger, handle, keyboard, or feel; speak and hear; use color, texture, sound, shape, and odor perception; lift and/or move up to 10 pounds.

 
Working Conditions:
 

  • Work is performed in a normal office environment with some exposure to outdoor temperatures or dirt and dust.
  • The incumbent's working conditions are typically moderately quiet.
