Environmental Enforcement Coordinator

POSITION SUMMARY

Enforces illegal dumping violations through investigation, camera placement and maintenance; coordinates with Public Works streets departments and local non-profits to abate dump sites; attends court; create and responds to usable data of known dumping; outreach to the public.

Department: Public Works
Salary: $60,837 per year.

 

  • WORK EXPERIENCE: The application must clearly show six (6) months of experience in environmental protection and/or compliance, reporting or enforcement of environmental regulations, water/sewage management, eliminating/assessing health hazards to the environment, environmental sanitation, grant review/writing, or a related area. 
  • EDUCATION/TRAINING: The application must clearly show an Associate Degree from a fully accredited institution in Environmental Services, Environmental Science, Environmental Health Sciences, Environmental Law, Business, Public Policy, Public Administration, Sustainability, or a related field. 

 

POSITION DUTIES

 

  • Develops a comprehensive dump site tracking program; recommends changes/updates to the department website, policies and changes to City of Pittsburgh, Pennsylvania Code of Ordinances.
  • Researches best management practices (BMP) and recommends policy changes in reducing litter, reducing illegal dumping, and promoting and enforcing the City of Pittsburgh, Pennsylvania Code of Ordinances and policies.
  • Coordinates and conducts investigations of illegal dumping and removal efforts; enforces laws pertaining to litter and illegally dumped material on public property to ensure compliance with the City of Pittsburgh, Pennsylvania Code of Ordinances.
  • Issues citations to offenders for illegal dumping/littering in streets, alleys, dump sites and public places to enforce anti-litter legislation.
  • Analyzes data and reports information to the Police Bureau and other City of Pittsburgh Departments or Divisions and the Allegheny County Health Department as required.
  • Represents the City of Pittsburgh in court to enforce City of Pittsburgh, Pennsylvania Code of Ordinances.
  • Administers approved budget allocations associated with the litter abatement program, ensure expenses are appropriately documented, prepares grant applications and provides progress reports.
  • Visits reported illegal dumping sites across the City which includes going into unmanaged areas of the forest, climbing up and down hills, and climbing into trees.
  • Installs Trail Cams to record illegal dumping activity; may need to carry ladders through unmanaged areas of forest to install.
  • Manages and coordinates Clean and Lien notices. Manages correspondence with owners, PLI and Law.
  • Assists with sign removal on City Right of Ways, investigates and cites offenders.
  • Represents the Department of Public Works in liaising with Neighborhood Groups, schools and other city-wide groups (i.e. Clean Pittsburgh Commission, Allegheny Cleanways, Friends of the Riverfront, Pittsburgh Parks Conservancy, etc.).
  • Performs such other related tasks and duties that are assigned or required.
