## Job Description

ESO Consultants LLC is seeking an experienced **Monitoring, Evaluation & Finance/Compliance Manager** to oversee performance measurement, data analysis, financial tracking, compliance documentation, and reporting for the **Manhattan Cruise Terminal Community Fund**.

This role will help ensure that Fund activities, expenditures, funded projects, and community outcomes are accurately monitored, documented, evaluated, and reported. The ideal candidate will bring strong analytical, financial, organizational, and reporting skills, with experience supporting government-funded, nonprofit, community-based, or public-sector programs.

## Key Responsibilities

### Monitoring & Evaluation

* Develop and implement the Fund’s monitoring and evaluation framework for ESO Consultants LLC.
* Establish baseline metrics, measurable performance indicators, and program targets.
* Develop data collection methodologies, tracking systems, and reporting procedures.
* Track funded project activities, milestones, expenditures, deliverables, and outcomes.
* Conduct periodic assessments of funded projects and their community impact.
* Monitor outreach activities, applications, events, awards, project activities, and other key performance indicators.
* Collect, analyze, and interpret program performance data.
* Identify trends, gaps, and opportunities for improving program performance.
* Provide data-driven recommendations to support effective Fund administration and community impact.

### Data Management & Reporting

* Maintain accurate, secure, and organized program, project, and applicant databases.
* Ensure data is complete, consistent, and properly documented.
* Develop dashboards, tracking tools, and performance reports as needed.
* Prepare **quarterly progress reports** documenting Fund activities, performance, and outcomes.
* Prepare **annual impact reports** demonstrating project outcomes and community impact.
* Develop reports and presentations that clearly communicate program performance to internal and external stakeholders.

### Finance & Fund Tracking

* Track Fund administration expenses and project-related expenditures.
* Monitor budgets, disbursements, commitments, and available Fund resources.
* Maintain accurate financial records and supporting documentation.
* Reconcile financial and program information to ensure consistency and accuracy.
* Monitor project expenditures against approved budgets and funding requirements.
* Identify potential financial discrepancies, budget issues, or resource concerns and escalate them appropriately.

### Compliance & Risk Management

* Support compliance monitoring and maintain audit-ready records and documentation.
* Ensure program and financial records are maintained in accordance with applicable requirements.
* Monitor compliance with Fund policies, procedures, reporting requirements, and contractual obligations.
* Identify financial, operational, compliance, or performance risks.
* Escalate significant issues and risks to the Program Director.
* Support preparation for audits, reviews, and other compliance activities.
* Maintain organized documentation to support transparency and accountability.

### Program Improvement & Support

* Analyze program and financial data to identify opportunities for improved efficiency and community benefit.
* Provide actionable recommendations based on monitoring and evaluation findings.
* Support ESO Consultants LLC in maximizing community benefit while maintaining efficient and compliant Fund administration.
* Collaborate with program, community engagement, and grants administration teams to ensure accurate and consistent reporting.

The responsibilities of this position directly support the RFP requirements for a **monitoring and evaluation framework, baseline metrics, data collection, periodic project assessments, quarterly progress reports, annual impact reports, financial tracking, and compliance documentation.**

## Education Requirements

* Bachelor’s degree in **Data Analytics, Statistics, Economics, Finance, Public Administration, Public Policy, Accounting**, or a related field.
* Master’s degree preferred.
* CPA or other relevant professional certification is a plus but not required.

## Preferred Qualifications

* **4–6 years of experience** in monitoring and evaluation, program analytics, grants compliance, financial administration, public-sector reporting, or a related field.
* Experience supporting **government-funded, nonprofit, community-based, or public-sector programs** preferred.
* Strong Excel skills and demonstrated ability to analyze and interpret data.
* Experience with databases, dashboards, financial tracking systems, and performance reporting.
* Strong attention to detail, documentation, organization, and recordkeeping.
* Experience developing periodic, quarterly, or annual program reports.
* Ability to identify data quality issues, financial discrepancies, and operational risks.
* Strong written and verbal communication skills.
* Knowledge of **New York City government contracting, compliance, or regulatory requirements** preferred.
