Classification- Human Resource Consultant 4
Job Status- Full-Time/Permanent
WDFW Program- Director’s Office – Human Resources (HR)
Duty Station- Olympia, Washington – Thurston County
Hybrid/Telework- This position offers a hybrid work schedule, with at least one day per week onsite at the Olympia, WA duty station and up to four days of telework. The selected candidate must be available to work onsite for in-person meetings and to meet business needs.

As the Agency’s Classification and Compensation subject matter expert, you will work closely with supervisors, managers, and Appointing Authorities to provide guidance and consultation.

With your knowledge, you will ensure that all position descriptions support agency goals, align with state and federal regulations, and accurately describe the work and training needed to meet business needs.

We are seeking a highly motivated individual who is eager to apply independent judgment and utilize creative critical thinking to resolve highly complex classification and compensation challenges.

 

What to Expect:

Among the varied range of responsibilities held within this role, the Classification & Compensation Manager’s duties will include,

Classification:

  • Provide guidance to supervisors when developing or changing position descriptions to ensure adherence with state and federal employment laws, Washington Administrative Code (WAC), collective bargaining agreements, WDFW policies, classification specifications, and strategic work unit position planning.

Reallocation of Existing Positions:

  • Review and analyze Employee and Employer reallocation requests. Compile findings and write a determination letter to notify employees and programs. Consult with Program Directors as appropriate, including collaboration during reorganizations.
  • Respond to Directors Review and Personnel Resources Board appeals utilizing subject matter experts.

Compensation Consultations:

  • Evaluate position descriptions to determine Overtime Eligibility using the Fair Labor Standards Act (FLSA) criteria.

Washington Management Service (WMS):

  • Prepare proposed new or revised WMS positions for evaluation by the Evaluation Committee, including an independent evaluation of each position presented to the Committee for review.

Supervisory Duties:

  • Supervise and mentor a professional-level Human Resources (HR) staff member.

 

Working Conditions:

Work Setting, including hazards: Work is performed in an office environment.

Schedule: Typically, Monday – Friday, 8:00 a.m. – 5:00 p.m. May be required to work occasional weekends and evenings, depending on workload.

Travel Requirements: Some travel may be required throughout the State to attend training, meetings, and conferences.

Customer Interactions: Interact with WDFW staff and external partners (such as Office of Financial Management (OFM), union partners, Labor Relations Office (LRO), and Attorney General's Office (AGO)).

 

Qualifications:

Required Qualifications:

A combination of education and experience may substitute for the education requirement.

Applicants must meet one of the following options.

Option 1:

  • Four (4) years of broad-based professional human resource experience, including experience consulting with management in each of the following:
    • Classification and Compensation
    • Employee Relations
    • Interpretation of Rules and Laws
    • Performance Management

Option 2:

  • A Bachelor's degree in Business Administration, Public Administration, Human Resources, Social or Organizational Behavioral Sciences, or a related field.

AND

  • Two (2) years of broad-based professional human resource experience, including experience consulting with management in each of the following:
    • Classification and Compensation
    • Employee Relations
    • Interpretation of Rules and Laws
    • Performance Management

Option 3:

  • Two (2) years of experience as a Human Resource Consultant 3.


In addition to meeting one of the options listed above, all candidates must be able to demonstrate the following competencies:

  • Understanding of the position allocation process.
  • Understanding and practical application of a wide range of HR programs, functions, and processes.
  • Knowledge of State and Federal laws and HR best practices.
  • Excellent communication and conflict resolution skills, including the ability to communicate complex concepts (both orally and in writing) in a manner that is understandable, persuasive, and appropriate for the audience.
  • Ability to lead, coach, and develop others; use appropriate communication channels; and foster effective working relationships.

 

Preferred Qualifications:
In addition to the required qualifications, our ideal applicant will possess some or all the following:

  • One (1) year of supervisory experience.
  • Senior Professional in Human Resources (SPHR) Certification.
  • Professional in Human Resources (PHR) Certification. 
  • Experience interpreting and applying Washington Administrative Codes (WAC’s) and Collective Bargaining Agreement language.
  • Experience with classification and compensation best practices.
  • Working knowledge of Washington State’s Human Resources Management System (HRMS) and Workday.
