Director of Finance & Operations
Position Overview
The Wyandot County Board of Developmental Disabilities (WyCBDD) is seeking a highly qualified and collaborative leader to serve as its Director of Finance & Operations. This position is responsible for overseeing the Board's financial management, budgeting, fiscal planning, facilities, transportation, technology, and operational functions to ensure the efficient delivery of services that support individuals with developmental disabilities and their families throughout Wyandot County.
The Director of Finance & Operations serves as a member of the leadership team and works closely with the Superintendent, Board members, community partners, and county officials to advance the mission and strategic priorities of the organization.
This position is designated as an unclassified position and serves at the pleasure of the Superintendent and Board. The incumbent serves in an unclassified capacity and is exempt from classified civil service provisions as provided by Ohio law.
Essential Duties and Responsibilities
Financial Leadership
· Direct all financial operations of the Board, including budgeting, forecasting, accounting, payroll, accounts payable, accounts receivable, and financial reporting.
· Develop and monitor annual operating and capital budgets.
· Ensure compliance with all federal, state, local, and Ohio Department of Developmental Disabilities fiscal requirements.
· Prepare accurate financial statements, reports, and presentations for the Superintendent, Board Members, auditors, and funding agencies.
· Supervises Medicaid billing and compliance activities, waiver utilization tracking, and PAWS maintenance.
· Coordinates audits and implement recommendations as needed.
· Monitor revenue sources, including tax levies, state funding, grants, and other funding streams.
Human Resources Administration
· Directs, coordinates, and manages personnel and human resource functions, including:
o Recruitment and hiring
o Employee onboarding and orientation
o Training and professional development
o Performance evaluation
o Employee recognition
o Corrective and disciplinary actions
o Personnel action reporting
o Employee certification and licensure tracking
· Administers employee benefit programs.
· Assists with other human resource functions as needed.
· Responsible for the all-staff annual inservice training.
Operations Management
· Oversee facilities management, maintenance, capital improvements, and asset management.
· Direct transportation operations and fleet management.
· Provide oversight for information technology systems, cybersecurity initiatives, and technology planning.
· Manage procurement activities, contracts, insurance programs, and risk management functions.
· Ensure compliance with applicable laws, regulations, Board policies, and internal controls.
Leadership & Strategic Planning
· Participate in organizational strategic planning and implementation efforts.
· Provide leadership and supervision to assigned staff.
· Develop and maintain effective relationships with county agencies, community partners, vendors, and stakeholders.
· Advise the Superintendent and Board on operational, financial, and strategic matters.
· Identify opportunities for operational efficiencies and continuous improvement.
Qualifications
Required
· Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or a related field.
· Five (5) years of progressively responsible experience in finance, accounting, business management, or public sector administration.
· Demonstrated experience in budgeting, financial reporting, and fiscal management.
· Strong organizational, analytical, and leadership skills.
· Ability to communicate effectively with diverse stakeholders.
Preferred
· Master's degree in Finance, Business Administration, Public Administration, or related field.
· Experience with governmental accounting standards and public sector finance.
· Experience working with developmental disabilities services, local government, or public agencies.
· Knowledge of Ohio Department of Developmental Disabilities funding and regulatory requirements.
Knowledge, Skills, and Abilities
· Comprehensive knowledge of accounting principles, budgeting, and financial management practices.
· Ability to interpret laws, regulations, policies, and financial data.
· Strong project management and organizational skills.
· Ability to maintain confidentiality and exercise sound judgment.
· Proficiency with financial software systems and Microsoft Office applications.

Salary Range: $55,000 - $70,000
