McAfee Safety Analysis, Inc. (MSA) is seeking an experienced Qualified Environmental Professional (QEP) to support a potential EPA-funded Brownfields Assessment project in Binghamton, New York. This position is contingent upon MSA receiving the contract award.

The selected professional will support environmental assessment and brownfields activities, including approximately 10 Phase I Environmental Site Assessments (ESAs) and 3 Phase II ESAs, along with related site investigation and environmental compliance activities.

Key Responsibilities:

• Conduct and/or supervise Phase I ESAs in accordance with EPA All Appropriate Inquiries (AAI) requirements and applicable ASTM standards.
• Support Phase II ESAs, environmental sampling, and site investigations.
• Provide technical oversight for brownfield assessment activities.
• Support brownfield site inventory, evaluation, and prioritization.
• Prepare and/or review environmental technical reports and documentation.
• Ensure applicable work complies with EPA and New York State Department of Environmental Conservation (NYSDEC) requirements.

Required Qualifications:

• Must meet the definition of an Environmental Professional under 40 CFR 312.10.
• Demonstrated experience conducting or supervising Phase I Environmental Site Assessments.
• Experience with Phase II ESAs, contaminated properties, brownfields, or environmental site investigations.
• Knowledge of EPA All Appropriate Inquiries requirements and applicable ASTM standards.
• Ability to provide documentation of education, professional credentials/licensure, and relevant full-time environmental experience demonstrating compliance with 40 CFR 312.10.

Preferred Qualifications:

• EPA Brownfields Assessment Grant project experience.
• Experience with NYSDEC requirements and environmental projects in New York.
• Environmental sampling and Phase II ESA experience.
• Brownfield redevelopment and reuse planning experience.
• Relevant professional licensure or certification.

Compensation:
$60.00–$100.00 per hour, commensurate with qualifications and experience. Final scope, hours, and compensation will be determined upon contract award.
