This position is responsible for leading the delivery of complex, high-visibility rail infrastructure projects while providing strategic project management support and guidance across the Infrastructure Delivery team. Responsibilities include stakeholder communications, design progression, management of construction activities, and providing input throughout the planning, design, procurement, implementation, and closeout phases for assigned projects. The position will require serving as the assigned Project Manager (PM) for selected projects, supporting delivery from cradle to grave, and supporting other PMs across different modes and divisions. Responsibilities include promoting effective communications, project coordination, quality assurance and control, construction management, process improvement efforts, and ensuring consistency of business practices. This position requires a balanced combination of technical expertise, collaborative leadership, and effective

communication to deliver complex infrastructure projects successfully.

 

DUTIES & RESPONSIBILITIES:

 

ESSENTIAL:

 

Competency

     * Leads complex and highly visible rail infrastructure projects through planning, design, procurement, construction, implementation, and project closeout.

     * Serves as the assigned Project Manager for selected projects, ensuring cradle-to-grave coordination, and supports other PMs across different modes and divisions.

     * Collaborates with discipline leads, internal departments, consultants, contractors, and external stakeholders to support project delivery, communication, issue resolution, and schedule alignment. Provides project delivery guidance, coordination support, and mentorship to Project Managers and project teams to promote consistency, collaboration, and successful execution of projects.

     * Provides technical expertise and leadership for design progression, implementation, and project closeout of rail infrastructure projects.

     * Encourages proactive communication, knowledge sharing, accountability, and continuous improvement through robust stakeholder involvement.

     * Performs design and constructability reviews, participates in drafting revisions to contracts, and oversees the preparation of bid packages and special contract provisions.

     * Manages and administers contracts, including assignment of work, review of project progress, monitoring budgets, scheduling, and payment requests for projects.

 

People Power Management

     * Maintains appropriate staffing levels and reviews progress to ensure the quality, accountability, collaboration, and timely delivery of project activities.

     * Recruits staff to include interviewing, hiring, assigning work, training, coaching, and counseling to ensure consistent application of Employee Guidelines, processes, and procedures.

     * Conducts performance reviews and leads employee development through cross-training and cross-learning, enhancing interpersonal skills, collaborations, and continuous improvement.

     * Fosters a safety-first and team-oriented culture that prioritizes prevention, operational excellence, and a proactive mindset.

QUALIFICATIONS:

 

Required Qualification:

     * Bachelor's degree in Engineering or Construction Management is required, or an equivalent combination of education and relevant work experience.

     * A minimum of ten years of experience in the design and construction of major transit and public works infrastructure projects, including but not limited to track repair and reconstruction, roadway, bridges, utilities, retaining structures, and parking facilities.

     * Demonstrated ability to lead multidisciplinary infrastructure projects and coordinate project teams through all phases of project delivery.

     * Demonstrated ability to build collaborative relationships with internal departments, consultants, contractors, stakeholders, and project teams.

     * Strong communication and stakeholder coordination skills, including the ability to facilitate discussions, communicate complex project information, and support effective decision-making.

     * Proficiency in the standards and codes of local, state, regional, and federal agencies and railroads.

     * Possess and maintain a valid Colorado driver’s license and a motor vehicle record that meets RTD driving standards.

 

Preferred Qualifications:

     * Registration as a Professional Engineer (PE) in the State of Colorado.

     * Project Management Professional (PMP) Certification.

     * Experience working in a public agency, transit, or highly regulated environment.

     * Experience coordinating with regulatory agencies and external stakeholders.

     * Expertise in various contract delivery methods

An equivalent combination of education, experience, knowledge, skills, and abilities.

While performing the duties of this job on site, the employee is frequently required to sit, stand, walk on uneven surfaces for long distances, use hands to finger, handle, or feel, stoop, kneel, crouch or crawl, and reach with hands and arms. They will be exposed to moving mechanical parts and vibration.

 

When working on site, an employee is expected to work outdoors, exposed to wet and/or humid, cold, hot, and windy conditions; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; outside weather conditions; risk of electrical shock; explosives; and risk of radiation.

 

The employee must occasionally lift and/or move up to 50 pounds and will require specific vision abilities required by this job, including close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Pay Range:

$141,115.00 - $199,326.25 Annual
