Governance Program Owner

The Department of Health Services (DHS), Division of Enterprise Services (DES), The Department of Health Services (DHS), Division of Enterprise Services (DES), is recruiting to fill an Governance Program Owner position in the Bureau of Information Technology Services (BITS), Information Securities Section (ISS). 

The Information Security Section (ISS) serves the department by creating an information security culture and enabling the business. We are metrics minded, employee focused, and view security as a service. ISS is responsible for:

  • Identifying and continuously assessing risk 
  • Developing, institutionalizing, and improving strategies to mitigate risk 
  • Limiting the potential effects of information security events 
  • The selection, assessment, authorization, and monitoring of security controls while contributing to the overall information security plan.

This position is headquartered at 201 East Washington Ave office in the heart of downtown Madison and offers the option to work remotely up to 5 days per week. It will be required to report to the office on occasion to complete certain tasks.  Remote schedule may vary based on training or operational need.

Position Summary

As the Governance Program Owner, you will be the primary point of contact for services offered by ISS and ensure the section is a viable and trusted business partner. In this role, you will:

  • Establish and monitor DHS ISS decisions and recommendations to ensure they are defensible and managed to an acceptable level of risk. 
  • Work closely with other program owners to establish standard operating procedures and workflows ensuring that ISS decisions and recommendations follow Department of Administration (DOA) and DHS security policies and standards.   
  • Lead and oversee ISS’s software, procurement, and contract review operations in collaboration with the Compliance and Portfolio Program Owners.     
  • Serve as an advisor to the Chief Information Officer (CIO), Chief Information Security Officer (CISO), their deputies, and other leaders to ensure the department maintains acceptable levels of risk.
  • Communicate complex technical subjects to diverse audiences (management, service providers, vendors, team members, customers, etc.).

Salary Information

The starting pay is between $52.50 and $61.15 per hour (approximately between $109,200 and $127,100 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as an IS Technical Services Consultant/Administrator and is in pay schedule and range 07/32. 

Job Details

Employees must have access to secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided.  Remote work flexibility will be discussed in more detail during the interview process.

For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Qualifications

Minimally qualified applicants will have all of the following:

  • Experience providing information security program services (e.g.  security awareness and training, security project and portfolio management, governance, etc.)
  • Experience as a program lead (or similar role), including experience working with diverse audiences to achieve a desired goal or outcome.
  • Experience coordinating cross functional governance activities involving security, legal, compliance, privacy, risk, procurement, architecture, or IT operations teams. 
  • Experience in information security compliance and audit program management or development based on established industry standards (e.g., NIST SP800-53 (Rev 4 or Rev 5), CMS: MARS-E, IRS: Pub 1075, CJIS, etc.).

In addition, highly qualified applicants will also have two or more of the following:

  • Experience managing security review processes such as third party/vendor risk reviews, architecture and design reviews, policy exception management, software and security assessments, AI or emerging technology governance reviews, etc.
  • Experience leading the development, maintenance, and improvement of an information security governance program.
  • Experience developing, documenting, and visualizing governance intake models, review boards, exception management processes, POAM management processes, or risk acceptance workflows.
  • Experience using governance, risk, and compliance (GRC) tools and workflow management platforms.
