Technical Support Manager

Salary Range:  $85,098.00 - $119,137.00

General Description:  Technical and administrative work in assisting in planning, organizing, and directing the automation and technology services of the County. An employee assigned to a position in this classification is responsible for planning system-wide technology services, determining, assessing, and addressing the county needs in all aspects of technology.

Essential Job Functions:  Plans, analyzes, and evaluates technology services and operations and recommends appropriate action in the major division of assignment. Actively participates in fulfilling the system-wide goals and implementing established policy in the assigned service unit. Actively participates in setting goals, establishing policy, and evaluating the end user computing technology . Participate in the selection of subordinate staff and professional personnel and in evaluating their performance.  
 
Responsible for hiring, training, promotion, and performance reviews and all other related personnel actions for employees within the team. Provides leadership and guidance to team employees. Assists with the team’s operating budget . Interprets and imparts end-user technology goals and policies to the organization in coordination with senior IT staff.
 
Prepares reports and publications as required. Evaluates technology project proposals and assesses project feasibility. Oversees implementation of new technology. Consults with County staff, management, vendors, and other technology services staff to determine technology needs and operational requirements. Provides leadership and guidance to staff in attainment of the County's Core Values, Strategic Goals and Objectives. Analyzes workflow and assigns or schedules work to meet priorities and goals. Ability to apply and lead strong customer service skills, in addition to analytical skills for interpreting statistics. 

Serves as liaison with consultants, contractors, and others as required. Meets with department heads, managers, supervisors, vendors, and others to solicit cooperation and resolve problems. Represents end-user technology at meetings, conferences, presentations, and workshops as necessary. Prepare documents and reports as required.

Knowledge, Skills and Abilities:

  • Knowledge of computer hardware and software, including applications, programming basics, and networking.
  • Knowledge of SCCM.
  • Knowledge of Microsoft 365 suite of products.
  • Knowledge of communication protocols and MS Teams calling functionality 
  • Knowledge of current technology trends.
  • Knowledge of management techniques involved in strategic planning, resource allocation, human resources, leadership techniques, and coordination of people and other resources.
  • Knowledge of principles and practices for providing technology services, including needs assessment, development of quality standards for services, and evaluation of effectiveness.
  • Knowledge of collection development, acquisitions, database management, cataloging, processing, delivery, purchasing of supplies and equipment.
  • Ability to apply logic and reasoning in planning and problem resolution.
  • Ability to motivate, develop, train, and direct personnel.
  • Ability to establish and maintain positive, effective working relationships with personnel at all levels, with other County departments, and with other groups and persons.
  • Ability to communicate technical information and ideas in speech and writing so that others will understand.
  • Ability to listen to and understand information and ideas presented through speech and writing.

Minimum Requirements:

PHYSICAL SKILLSWORKING CONDITIONS:  Ability to lift and/or move up to 50 pounds and also push or pull heavy objects. May use a handling device (dolly, cart, etc.) or work with another team member to lift and/or move excessively heavy objects.  Ability to communicate effectively using verbal, written and visual communication. Must be able to use and sit at a computer console for extended periods of time. Some on call responsibility and occasional off hours work is required. 


EDUCATION, TRAINING AND EXPERIENCE:  Graduation from an accredited college or university with a Bachelor's Degree in Computer Science, Management Information Systems or related field. Four (4) years' experience in supporting and leading end user technology disciplines OR graduation from an accredited college or university with an Associate degree in Computer Science, Management Information Systems or related field. Six (6) years' experience in supporting and leading end user technology disciplines. 

LICENSES, CERTIFICATIONS OR REGISTRATIONS:  Must possess a valid Florida driver's license.  Microsoft Operating Systems certifications are preferred or equivalent technical support certification by a National standards organization is preferred. 

LICENSES, CERTIFICATIONS OR REGISTRATIONS:  Must possess a valid Florida driver's license. MCA, MCAD, MCSD, MCSE, CISA, CISM, CISSP, MCITP or equivalent technical certificates preferred.
