We are seeking a Business Process Re-engineering Manager who will ensure that business processes are documented, evaluated, streamlined, and aligned across programs. Responsibilities include facilitating planning sessions with business owners and supporting business process improvement initiatives as needed.

Responsibilities
• Lead process discovery and documentation efforts across multiple program areas that align with the priorities of modernization.
• Schedule and facilitate cross-functional work groups to identify inefficiencies, redundancies, risks for targeted process improvement initiatives.
• Develop current-state and future-state process maps, gap analyses, and actionable improvement plans.
• Prioritize initiatives in collaboration with leadership based on impact, feasibility, and strategic alignment.
• Support the establishment of process ownership, governance structures, and accountability mechanisms.
• Develop performance metrics and dashboards aligned with operational excellence goals.
• Prepare executive-level briefings, status reports, and written recommendations.
• Support implementation planning and change management activities as needed.
• Deliver clear, organized documentation suitable for long-term internal use

Expected Deliverables
• Documented current-state and future-state process maps.
• Prioritized improvement roadmap with timeline and estimated impact.
• Governance framework recommendations (including process ownership structure)
• Performance metric recommendations and reporting templates.
• Executive summary reports and presentation materials.
• Cross bureau process alignment reports highlighting decisions, risks, and outstanding issues.
• Change management materials, including training guides and communication plans.

Qualifications
• Bachelor’s degree in business administration, Public Administration, Organizational Development or related field.
• 3+years of demonstrated experience in business process improvement initiatives.
• 3+ years’ experience leading projects or managing people.
• Strong analytical, organizational, and written communication skills.
• Ability to work independently with minimal supervision in complex organizational environments.
• Proven experience leading enterprise or multi-program process redesign initiatives.
• Strong facilitation experience with senior leaders and cross-functional teams.
• Demonstrated experience implementing Lean, Six Sigma, BPM, or comparable methodologies.
• Experience producing professional-grade process documentation and executive-ready deliverables
• Experience working with state or public-sector agencies.
• Relevant certifications (Lean Six Sigma, PMP, or similar).
• Experience establishing governance frameworks or performance metrics.
• Familiarity with change management principles
• Experience building sustainable continuous improvement programs.
