Deputy Chief Financial Officer

Department: Finance

Hiring Range: $85,000 - $115,000

GENERAL STATEMENT OF DUTIES:

This position assists in the maintenance, supervision, and coordination of the operations and programs of the Finance Department and its staff. This position assumes the duties and responsibilities of the Chief Financial Officer (the CFO) when the CFO is unavailable.

SUPERVISORY RESPONSIBILITIES:

  • Oversees assigned Finance Department personnel, completing annual performance evaluations, coordinating the schedules and work of assigned personnel, and organizing required training for staff.    
  • Provides recommendations regarding decisions involving hiring, scheduling, promoting, and disciplinary actions such as demoting, suspending, and terminating Finance Department personnel to be considered by the CFO.

 

DUTIES AND RESPONSIBILITIES:

To successfully perform this position, an individual must be able to perform the following:

  • Formulates, prepares, reviews, and manages the Department's annual operating budget, analyzing historical trends in Finance Department revenues and expenditures
  • Assists in providing oversight and direction to departmental functions, including but not limited to Accounts Payable/Receivable, Purchasing, Grant Funding, payroll, and investments.
  • Receives, reviews, prepares, and reconciles required and requested financial reports, analyses, and records including bank statements and accounts 
  • Reviews, monitors, and corrects the Burke County financial accounts, records, statements to ensure accuracy
  • Assists in the annual audit by preparing documentation, assisting auditors with requests, ensuring the timely completion and submission of the audit to the LGC, and coordinating any corrective action based on findings of deficiencies. 
  • Interacts and assists with the Department and other Burke County department heads to ensure compliance for reports, purchases, invoices, and other needs
  • Serves as a resource for County leadership and other departmental staff, providing advice or consultation on financial matters as needed. 
  • Assists in the preparation and maintenance of the annual departmental budget. 
  • Performs other duties as required or assigned

 

REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelor Degree in Accounting, Finance, Business Administration or another related field and at least three (3) years of experience in governmental accounting/finance or another closely related field, or, an equivalent combination of education and experience. 
  • Master’s Degree in Business Administration, Public Administration, or Accounting is preferred. 
  • Prior supervisory experience preferred. 

 

SPECIAL REQUIREMENTS (UPON HIRE, UNLESS OTHERWISE INDICATED):

  • Valid North Carolina Driver's License
  • North Carolina Government Finance Officers Association Certification preferred.
  • Previous experience with Tyler Technologies Munis System is preferred.

 

PHYSICAL REQUIREMENTS, WORKING CONDITIONS, AND OCCUPATIONAL EXPOSURES:

 

  • Standard vision requirements, with or without corrective lenses
  • Occasionally lifts up to twenty-five (25) pounds
  • Occasionally spends time standing, walking, and sitting
  • Frequently lifts up to ten (10) pounds
  • Frequently spending time speaking or hearing and using hands or fingers to handle, feel, type, or text
  • Must be able to express and exchange ideas through verbal communications
  • Must be able to prepare and analyze written or computer data
  • Must be able to observe general surroundings
  • Subjected to some mental effort and stressful situations during day-to-day operations

 

REQUIRED SKILLS/ABILITIES:

  • Proficient in spoken and written English
  • Ability to convey detailed instructions loudly, accurately, and/or quickly
  • Ability to receive detailed instructions or information through verbal communication
  • Ability to select, evaluate, and interpret data from several sources, such as guidelines, policies, and procedures
  • Strong verbal and written communication and interpersonal skills
  • Strong organization and time management skills with a proven ability to meet deadlines
  • Extremely proficient in systems and technologies required to provide services to the Department
  • Knowledge of computer usage and keyboarding, including Microsoft or related software
  • Strong analytical, decision-making, and problem-solving skills
  • Demonstrates supervisory and leadership skills
