The U.S. General Services Administration (GSA) Office of the General Counsel, Personal Property Division, has an immediate opening for a federal Contract Law Attorney.
The position is at the GS-13 pay grade (Salary range starts at approximately $108,173 per year. Locality pay will be determined upon selection.) and requires the employee to report to an office location in any of the following cities: Atlanta, GA, Boston, MA, Chicago, IL, Fort Worth, TX, Kansas City, MO, Lakewood, CO, New York, NY, Philadelphia, PA, Raleigh, NC, San Francisco, CA, Tacoma, WA, and Washington, DC.
Primary duties include advising the GSA Federal Acquisition Service (FAS) Office of Centralized Acquisition Services (OCAS) on its programs and activities. FAS OCAS is a full spectrum, cradle-to grave acquisition services provider. It offers support services to help federal agencies acquire the common products and services they need to advance their missions. The incumbent attorney will be responsible for rendering legal advice to FAS OCAS through every stage of the acquisition cycle in compliance with the Federal Acquisition Regulation and other regulations, laws and policies. The incumbent may also be responsible for rendering legal advice to other parts of FAS as needed. The incumbent will provide counsel on contract formation, administration, and termination for various acquisitions, and perform legal research, conduct analysis, and prepare legal opinions on novel and complex legal issues. In addition, the incumbent will represent the agency before the Government Accountability Office and provide advice regarding ethics, fiscal law, and issues of general administrative law and rulemaking, as required.
To qualify, you must demonstrate:
1. Education: Successful completion of a full course of study in a school of law accredited by the American Bar Association and possession of at least a professional law degree (J.D., LL.M., or S.J.D.); and
2. Bar Membership: Active bar membership and good standing in the bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico; and
3. Experience: Applicant must have at least 2 years of relevant legal experience commensurate with the duties and responsibilities of the position, with an emphasis on government contracts, including transactional matters, protests, and/or contract disputes), with a preference for familiarity with the acquisition of common goods and services, as well as Information Technology (IT) and cybersecurity.
