Systems Analyst
Job Description
This position performs information technology analysis and optimization of Enterprise IT systems within the City of Bismarck.
The selection process will incluide a required onsite interview with finalist applicants selected for interviews.
Examples of Duties
• Communicates with users to define data processing needs or problems.
• Evaluates present systems and design interfaces for new systems whether purchased or modified.
• Tests new or altered software and systems to ensure its functionality.
• Analyzes software systems to determine problems and devise solutions.
• Provides technical support to resolve software issues.
• Installs or assists in the installation of new software and databases.
• Maintains SQL, AS400, and other City databases to accommodate daily city operations by optimizing databases and establishing proper maintenance routines; adds files and fields for new or updated systems; modifies files to repair problems; backs-up and restores databases.
• Works with IT and GIS staff in resolving issues related to enterprise applications.
• Trains users in the use of new or modified systems, applications, and software.
• Researches new technology techniques and solutions.
• Creates and maintains interfaces that interconnect City’s enterprise applications.
• Prepares user manuals and other user support materials.
• Performs related duties.
Minimum Qualifications
- A Bachelor's degree or the equivalent is required; a Bachelor’s degree in a computer-related field is preferred.
- A minimum of three years’ experience in the administration of business computer systems or including implementation and/or management of software systems.
- Effective interpersonal, customer service, organizational, and team-building skills are required.
- Excellent verbal and written communication skills and proficiency in writing technical specification documents are required.
- Strong technical skills and current technical knowledge are required.
- The ability to maintain confidentiality regarding the information processed, stored, or accessed by the systems is required.
- Proficiency in oral and written communication with internal and external stakeholders in English is required.

Supplemental Information
• Knowledge of SQL and other databases administration and principles.
• Knowledge of information technology programs and techniques.
Knowledge of AS400 maintenance and programming PowerShell programming and scripting, and VB.net
• Knowledge of quality assurance principles.
• Knowledge of software development methods.
• Knowledge of SQL Server Reporting Services (SSRS), and Crystal reporting business analysis principles.
• Skill in establishing plans and setting objectives and goals.
