This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by ensuring that all procurements comply with required Federal and State statutes and regulations, State Administrative Manual (SAM) policies, State Contracting Manual (SCM), Government Codes, Public Contract Codes (PCC), Management Memos, Department of General Services (DGS) accreditation and exemption letters and Departmental policies and procedures. The Supervisor I provides Department program staff with expert advice and consultation on complex and sensitive procurement matters. Reviews and/or approves Departmental IT and Non-IT procurements for goods/services.
The incumbent works under the general direction of the Supervisor II, Chief of the Purchasing & Solicitations Section.
In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

- Demonstrated experience supervising, training, and mentoring staff, including assigning work, monitoring workload, and providing constructive feedback to ensure high-quality procurement outcomes.
- Ability to lead a team through complex IT and non-IT procurement processes, ensuring compliance with SCM, SAM, PCC, and DGS requirements.
- Strong skills in prioritizing and coordinating unit activities, managing competing deadlines, and maintaining efficiency in a high-volume environment.
- Experience developing or improving policies, procedures, job aids, and workflow tools to support staff performance and unit consistency.
- Excellent interpersonal and communication skills to coach staff and guide program customers, resolving issues while maintaining professionalism and accountability.
