The Tollway is a user-fee system – no state or federal tax dollars are used to support maintenance and operations. Operations are funded by toll and concession revenues.

In support of this mission, the Fiscal Operations Manager will participate and advise the finance department on Tollway-wide project teams. In addition, they will oversee, administer, and manage Finance department specific projects providing analytical support as needed.
Essential Job Functions
The Fiscal Operations Manager’s responsibilities include but are not limited to:
Analytics:
• Ability to understand, interpretate, and identify trends in data.
• Analyze information, evaluate evidence and consider multiple perspectives to draw logical conclusions.
• Develop models and methodology to track Fiscal Operations division metrics.
• Work with staff to monitor projects – provide regular updates. Prepare and communicate reporting of operational and performance statistics to senior management. Project Management: Position Description
• Prepare, develop, and manage Request for Proposal (RFP) process with Finance department as well other areas of the Tollway.
• Participate on Tollway project teams with the evaluation of bids and system/process development through User Acceptance Testing (UAT), identifying and communicating potential changes with management and development teams.
• Work with Finance management and other Tollway departments to identify and document potential projects.
• Develop project plans and work with project teams to implement agreed upon scope and provide guidance through implementation.
• Manage and perform oversight throughout entire project process to ensure success as defined by adherence to standards of scope, budget, and timeline.
• Communicate project status and outcomes with multiple internal and external parties.
• Oversee day-to-day activities of Project Administrator.
• Back up Senior Fiscal Operations Manager duties when staff member is unavailable.
• Complete special projects and other duties as assigned by division’s senior leadership.
Qualifications
Education (Required)
• Bachelor’s degree in accounting or finance from a four-year accredited college.
• 5 years of technical project management equivalent experience
Education (Preferred)
• Master’s degree or Certified Project Management (PMP)certification.
• Technology Management Minor.
Skills and Experience (Required)
• Finance operational experience including fiscal operations, accounts payable, accounts receivable, and general accounting.
• Intermediate skills with Microsoft Excel, Word and PowerPoint.
• Excellent conceptual, analytical, and problem-solving abilities.
• Ability to multi-task and manage multiple priorities in a fast-paced operational environment.
• Strong proficiency with technology including analytics platforms and automation tools.
• Experience in SAP/ERP (ECC) systems.
• Ability to work effectively within a team environment that includes all management and staff levels.
• Demonstrated self-starter with a proactive and inclusive approach
