Safety Training Security Director

Saginaw Transit Authority Regional Services (STARS)

Salary: $57,000-65,000 annually (based on experience)
Full-Time | Onsite | On-Call Required

Position Summary

The Director of Safety, Training & Security provides high-level leadership over the Authority’s safety, training, and security functions, ensuring full compliance with federal and state regulations, including FTA, DOT, and OSHA requirements.

This role serves as the Authority’s subject matter expert in safety, CDL compliance, training programs, and incident management, and is responsible for developing, implementing, and maintaining programs that support safe and efficient transit operations.

This position plays a critical role in protecting employees, passengers, and organizational assets while promoting a strong culture of safety and accountability.

This role requires 24/7 on-call availability as the primary point of contact for safety-related incidents and emergencies.

This position is best suited for a leader who is comfortable making real-time decisions during critical incidents, ensuring regulatory compliance, and driving continuous improvement through data, training, and policy enforcement.

Key Responsibilities

Safety & Compliance

  • Serve as the Authority’s expert in OSHA, CDL compliance, and transit safety regulations
  • Develop, maintain, and update safety and security manuals, policies, and Public Transit Agency Safety Plans
  • Ensure compliance with FTA, DOT, MDOT, and other regulatory agencies
  • Prepare for and support external audits and inspections

Accident & Incident Management

  • Lead accident and incident investigations, including on-scene response when necessary
  • Determine preventability and recommend corrective actions
  • Coordinate with law enforcement and insurance carriers
  • Maintain detailed records and perform trend analysis to improve safety outcomes
  • Make determinations regarding post-accident drug and alcohol testing

Training & Development

  • Oversee all bus operator training programs in collaboration with training staff
  • Direct and manage training initiatives, including safety compliance, supervisory development, and driver training programs
  • Ensure training programs align with regulatory requirements and operational standards
  • Conduct instructional check rides and provide coaching when needed

Security Operations

  • Develop and implement facility and vehicle security procedures
  • Oversee security camera systems and access control systems
  • Manage contracted security personnel and vendors
  • Ensure proper handling and preservation of video footage for incidents

Leadership & Administration

  • Chair the Safety Committee, including meeting coordination, agendas, and reporting
  • Maintain and report required monthly and annual safety data
  • Collaborate with leadership to continuously improve safety culture and operational performance
  • Ensure all safety, training, and security programs are consistently applied across the organization

Qualifications

Education

  • Associate’s degree or equivalent formal training beyond high school required

Licensure

  • Valid CDL Class B with Passenger (P) and School Bus (S) endorsements, or ability to obtain within 6 months

Experience

  • Minimum 2+ years of safety or driver safety experience, preferably in transportation or transit
  • Supervisory experience required, preferably in a union environment

Knowledge, Skills, and Abilities

  • Strong knowledge of safety regulations, compliance standards, and training methodologies
  • Ability to investigate incidents and determine root cause and preventability
  • Experience developing and delivering training programs using adult learning techniques
  • Strong leadership, coaching, and problem-solving skills
  • Excellent written and verbal communication skills

Technical Skills

  • Advanced proficiency in Microsoft Excel (data tracking, trend analysis, reporting)
  • Strong skills in Microsoft Word (policy development, reporting, documentation)
  • Ability to prepare and present safety performance reports to leadership
