Bilingual Career Counselor -PACE

Position Objective:

To provide comprehensive intake, assessment, service plan for clients referred to PACE. Assist clients in determining their career pathway, education and training, and goal planning. Assist in the career decision making process to help clients identify their strengths, experiences, and vocational interests. Ensure the client engagement requirements are met with assignments that are individualized and align with the client career and education goals.

Essential Functions:

● Work with participants to develop a comprehensive service plan based upon client intake, assessment results, and thorough understanding of the individual’s interests, strengths, employment and training history, preferences, and needs. This plan will be completed within 30 calendar days of client enrollment to PACE.

● Conduct a one-on-one interview to collect information about the participant’s personal work history, barriers to employment, criminal history, personal/family background, and living situations;  Conduct intake and internal assessment to determine client’s assigned Service Tier (Tier 1, Tier 2 or Tier 3).

● Identify barriers and issues that may result in participant being returned to HRA for further evaluation.

● Maintain and execute documentation and workflow through computer-based programs and technology that draws on basic software/computer skill set including case notes for each client interaction, client intake signatures and scanning relevant documents to client file, such as signed EP/ISP, education credentials and resume.

● Assist with the assignment of program participants into Career Education Services, Alternative Engagement Opportunities, Internship and/or Community Service, Bridge programming as appropriate, Job Placement or other HRA programs/services. Meet monthly goals identified in this area. 

● Collaborate with Community Partner Liaison to identify slot availability of trainings, internships, community service and educational opportunities for client referrals to Alternative Engagement, Concurrent Assignments and other HRA programs/services.

● Conduct re-assessments on clients returned to PACE. Provide case management, counseling, assessment(s) and assist in the re-assignment to programming that might be a better fit. For clients disengaged for more than 3 months, provide counseling and support to determine the reasoning for not participating.

● Utilizing the results of the TABE or SABE and other types of assessment instruments used in PACE, determine the educational, skills level, and vocational interest of the participant. Complete HRA’s on-line employment plan.

● Consistently manage caseload by reviewing client program start dates, attendance and other issues to best determine next steps for clients, including referrals to external programs, timely FTC's or other necessary actions.

● Collaborate with other PACE staff to provide holistic services to all clients during orientation, workshop and Service Coordination meetings.

● Attend and participate in meetings, staff development sessions and in-service training as assigned.

● Perform other duties as assigned.

Educational Requirements:

● Bachelor's degree preferred. In lieu of a bachelor's degree, must have an associate's degree with a minimum of five (5) year of work-related experience or must have a high school diploma or equivalency with a minimum of seven (7) year of work-related experience.

● 3 years related experience working with public assistance population and/or working in employment services or in social service-related field.

● Excellent public speaking skills with the ability to motivate and engage clients.

Bilingual in English/French/Creole/Russian or Spanish is required

 

Salary: $59,500

Schedule: M-F working full time on site

Program Overview: NADAP’s Pathways for Access to Careers and Employment (PACE) program is a new career services initiative funded by NYC's Human Resources Administration working with adults and youth, ages 18+, receiving cash assistance. PACE is designed to improve employment and training outcomes and provides individualized career planning, skills development, credential attainment, employment preparation, job placement and retention services.
