The Franklin County Auditor’s Office is seeking a Special Assessments Specialist to join the Real Estate team.

What will you do?
Serves as administrator and subject matter expert (SME) for special assessment processes; coordinates with Political Subdivisions to collect and charge for public improvements, nuisance abatements, sewage rents, Community Development Areas, Special Improvement Districts and other charges allowable under the Ohio Revised Code; coordinates with developers and development agencies to establish Community Economic Development Area (CEDA) agreements; sets up assessment projects; inputs assessment charges into the tax accounting system manually and/or through electronic upload; provides Political Subdivisions with accurate and timely accounting of all assessment projects billed, collected and delinquent after each collection and at year end balancing; provides reports of parcels that have been voided or combined for the upcoming tax duplicate and makes necessary adjustments prior to the new tax duplicate; provides guidance and technical expertise to staff regarding special assessment procedures, calculations and system processes.
Assists tax accounting staff with research, calculations and adjustments; provides guidance and training to staff; teaches and explains workflow processes and timelines within the real estate and tax accounting department when related to special assessment adjustments; provides assistance with tax accounting systems and processes as needed; conducts research and assists with processing and finalizing adjustments resulting from decisions, applications or determinations from the Board of Revision (BOR), Board of Tax Appeals (BTA), mediation, exemptions, abatements, 23As, CAUV recoupment, TIFs, COCIC, Homestead, Owner Occupied Credit, orders of forfeiture, Treasurer requests, rental registrations and omitted properties; assists with refund processing, report preparation, data analysis, correcting errors and resolving issues when needed.
Provides information to and answers questions from the general public; assists walk-in, email and telephone customers by providing information and responding to questions; assists taxpayers with taxes and special assessments; tracks and reports weekly processes; works with other departments and agencies to eliminate duplicate work and improve efficiency.
Issues refunds utilizing MUNIS; generates refund reports for finalized certificate refunds from the prior day; sorts refund detail reports; keys and/or uploads refunds into the MUNIS accounts payable system and verifies accuracy of data entered; releases and outputs batches to generate required reports; logs and maintains refund batches and calculates remaining balances available for continued refunding for the tax collection; submits void and void/reissue requests as needed.
Conducts research to facilitate issuance of taxpayer refunds; ensures refunds are issued in accordance with the Ohio Revised Code; searches and retrieves payment details; reviews affidavits or proof of payments for accuracy and legitimacy; researches new addresses for prior owners when property has transferred and a refund is due; searches for existing vendors to issue refunds; researches void/reissue checks to verify the check has not cleared the bank; researches returned checks; researches tender payments.
May assist other departments as necessary.
Who should apply?
Possession of a bachelor’s degree from an accredited college or university in Business Administration or related field; two (2) or more years of related experience and/or training; or any combination of training, education, or experience which provides the desired knowledge, skills, and abilities to perform the essential functions of this position.
