Position Overview 

The Department of Commerce & Economic Opportunity (DCEO) is looking to hire a Senior Regional Economic Development Manager, SPSA Opt 1, in the Northern Stateline Region. This position will join a field team of eighteen managers in the Regional Economic Development (RED) bureau to serve as the face of DCEO in communities statewide. Team RED works with businesses, economic development organizations, chambers of commerce, consultants, legislators, and other stakeholders to develop and execute strategies for regional economic development, coordinate workforce development efforts, business development/attraction/expansion, local investments, and partnerships. Most importantly, Team RED represents the State to communities, bringing programs, dollars, and new ideas to help their economies grow and attract businesses and jobs through an equity lens. Essential Functions 

  • As Senior Regional Economic Development Manager, formulates the Office of Regional Economic Development (Team RED) strategic planning program, setting priorities for economic and business development in the Northern Stateline Region.
  • Manages, develops, and directs all economic development programs for the Northern Stateline Region of the Office of Regional Economic Development.
  • Develops regional partnerships with businesses, industries, and local governments to develop regional programs that promote economic development.
  • Serves as full‑line supervisor.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires four (4) years of progressively responsible administrative work experience in business development (i.e., development/attraction/expansion/retention of small and large businesses).
  • Requires knowledge, skill, and mental development equivalent to four (4) years of college in Business Administration or a related field.

Preferred Qualifications

  • Prefers two (2) or more years of experience in federal, state, or local government.
  • Prefers a Master's Degree in Business Administration, Economics, Urban Planning, Public Policy, or Public Administration.
  • Prefers one (1) or more years of experience in a Customer Relations Management System (CRM) (examples include but are not limited to Salesforce, Raiser's Edge, Microsoft Dynamics).
  • Prefers Economic Development or Finance Professional Certification, or a Certified Economic Developer Certification.
  • Prefers two (2) or more years of experience in analyzing and reporting on outreach and stakeholder engagement data.

Conditions of Employment

  • Requires completion of a background check and self‑disclosure of criminal history.
  • Requires the ability to travel for work, including overnight stays as needed.
  • Requires a valid driver's license.
  • This position meets the requirements of Section 4A‑101 of the Illinois Governmental Ethics Act, requiring the employee to file an annual Statement of Economic Interest with the Secretary of State. Employees required to file must also submit a Supplemental Statement of Economic Interest to the Executive Ethics Commission. Fines and penalties apply for late filings.
  • Certain revolving‑door restrictions under 5 ILCS 430/5‑45 apply. If offered non‑State employment during State service or within one year after leaving State employment, the employee must notify the Office of the Executive Inspector General (OEIG) before accepting the offer or may be subject to a fine.
