JOB SUMMARY
Plan Reviewer
Examines building and development plans for compliance with adopted building codes, zoning, accessibility, and engineering standards; coordinates reviews, issues correction notices, tracks resubmittals, and recommends approval/denial for permitting.
ESSENTIAL JOB FUNCTIONS
- Intake & Completeness Check: Verify application packages; route to appropriate disciplines; establish review timelines.
- Code Analysis: Review for IBC/IRC, mechanical, plumbing, electrical, fire, and energy code compliance.
- Zoning & Site Compliance: Check setbacks, use, parking, landscaping, floodplain, and easements.
- Accessibility & Life Safety: Evaluate egress, fire protection features, and ADA/ANSI accessibility.
- Engineering Coordination: Confer with engineers on design changes, special inspections, and structural details.
- Comment Letters: Prepare clear, code referenced correction notices with deadlines and resubmittal instructions.
- Applicant Assistance: Meet with architects/contractors/owners to resolve issues and explain requirements.
- Tracking & Records: Maintain review logs; track resubmittals; update the permit system and archives.
- Approval & Conditions: Recommend approval with conditions or denial; verify final stamped plan set.
- Interagency Review: Coordinate reviews with fire marshal, health, utilities, and state agencies as required.
- The individual in this role is expected to contribute to the team's efforts by completing other related tasks, as may be assigned.
Requirements
EDUCATION AND EXPERIENCE – The following are the minimum education and experience required for the position. An equivalent combination of education, training and experience may be considered.
Education
- HS diploma or GED
Experience
- 4-5 years previous relevant work experience is required.
Special Experience
- Must be willing to participate in continuing education.
Training Requisites
Certifications
- Certification as a Plans Examiner in the various functional areas offered by the International Code Council or be able to obtain such certifications within a specified time as a condition of continued employment.
Licensing
- Must possess a valid State Driver's License.

- Knowledge of ICC codes (IBC/IRC/IMC/IPC/IFC/IECC) and local amendments.
- Certification as an ICC Plans Examiner or ability to obtain within a specified timeframe.
- Knowledge of zoning, site development, and subdivision requirements.
- Knowledge of structural fundamentals, including loads, lateral systems, and foundations.
- Knowledge of fire/life safety and egress, including fire protection systems.
- Knowledge of accessibility requirements under ADA and ANSI A117.1.
- Knowledge of stormwater, SWPPP, grading, and drainage plan requirements.
- Knowledge of floodplain management, NFIP standards, and FEMA map use.
- Knowledge of energy code compliance for envelope, mechanical, and lighting systems.
- Skilled in digital plan review platforms and blueprint/spec reading.
- Ability to write clear, code referenced correction letters and conditions of approval.
- Ability to provide professional customer service and resolve plan review issues.
- Ability to use permit systems to track reviews, resubmittals, and approvals.
- Ability to coordinate interagency reviews with fire, health, and utilities.
- Commitment to continuing education and keeping current with code updates.

Electronic plan review software (e.g., Bluebeam Revu/ePlans); ICC code books and manuals; permitting system; dual monitor desktop PC; Microsoft Office; large format printer/plotter; scanner/phone/headset.
WORK ENVIRONMENT or atmospheric conditions commonly associated with the performance of the functions of this job.
- Office and customer service counter environment with frequent interaction with applicants, designers, and contractors; deadline driven review cycles; generally sedentary with periods of standing; occasional site visits for context.
- Many situations will require working early morning and late evening hours.
- May rarely be exposed to uncomfortable temperatures, humidity, noise, chemicals/gases, contagious diseases, airborne particles/pathogens, and/or physical trauma.
