Air Pollution Specialist

The Incentives Programs Section in the Office of Community Air Protection (OCAP) is responsible for oversight of the Community Air Protection Incentives Program and other funding programs under Assembly Bill (AB) 617. Our team helps ensure that our incentives programs achieve emission or exposure reductions in disadvantaged and low-income communities statewide, and that funding supports air districts in extending the benefits of the broader AB 617 program to these communities.

 

OCAP is seeking a motivated Air Pollution Specialist (APS) to join the Incentives Programs Section. The APS will work as an incentives programs liaison to ten air districts, including those located on the central coast and eastern California. They will lend support to their air district partners in developing and implementing novel incentives project types, assess air district annual expenditure reports, and report on annual emissions, exposure reductions, and other quality of life benefits. The APS may also work on policy sensitive topics with a diverse set of stakeholders, including CARB program staff, academic and technical experts, community residents, community based and environmental justice organizations, industry, and other governmental partners.

 

This position requires a person who is very comfortable working on projects in a team setting and independently, as well as interacting (both verbally and in writing) with the air district representatives, public, industry, and other governmental agencies. The successful candidate needs to have excellent writing skills, attention to detail, and be proactive in the management of grant programs. They should be capable of communicating technical funding concepts in plain language to CARB management, staff, government agencies, community members, industry, and other stakeholders.

Working Conditions

 

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

PLP Language:

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

  • Moving objects weighing up to 20 pounds may be necessary.
